San Joaquin Street
Stockton, California 95201-0388
Subject: Certification of Compliance Summary, California Tank Lines, Stockton, California,
Sierra -Pacific Project No. 92-038.03
Dear Mr. Yoshioka:
On behalf of California Tank Lines, Inc. (CTL), Sierra -Pacific Groundwater Consultants, Inc.
(Sierra -Pacific) is pleased to provide you with the following compliance summary report. As
presented in our August 15, 1995 letter, CTL was in the progress of addressing compliance
deficiencies that were identified during the San Joaquin County's June 5, 1995 inspection. The
purpose of this letter is to provide you a progress report concerning CTL's compliance in
addressing these items.
Training
In evaluating training classes, CTL will tentatively enroll its employee(s) in Baxter Reilley's (BR)
40 -Hour HAZWOPPER session. BR offers a one week training course during the first weeks of
October, November, and December of this year. Confirmation of CTL's training schedule is
dependent on the availability of class openings.
Written Inspection Forms
CTL is in the process of up -dating its daily and monthly inspection forms. The amended forms will
address the hazardous material equipment and containment structures. Presently, CTL conducts
daily and monthly inspections of the facility yard and wash rack areas. In addressing the Storm
Water Pollution Prevention Plan requirements, monthly inspection forms are provided to the
Regional Water Quality Control Board (Regional Board) for their review. Appendix A includes
a copy of the 1994-1995 reporting year inspection forms. These forms will be incorporated into a
comprehensive inspection form.
Source Reduction Plan
CTL is in the process of evaluating Sierra -Pacific's Source Reduction Plan proposal.
