SANJ O A Q U I N Environmental Health Department <br /> Complaint Record Daily Time and Activity Summary from 6/21/2013 to <br /> 6/21/2020 for COLNAGDWO located at <br /> BIRD & ELEVENTH ST <br /> Activity Date Recorded by <br /> 06/05/2019 Received spill information from nighttime ER person, Lydia Baker. A vehicle PE 2546 ALANIZ <br /> 288 min collision occurred at the intersection of Bird and Eleventh St in Tracy, CA. Called SC 544 <br /> Steve with Tracy Fire(209-629-6710) at 8:12 a.m. and let him know I was heading <br /> out to the site. Left at 8:18 a.m. and received another page at 8:30 a.m. I pulled <br /> over to get the complaint information from 8:30-8:42 a.m. <br /> Arrived on the scene at 8:54 a.m. Met with Christopher(Chris) Hughes, Senior <br /> Transportation Supervisor for Lehigh Hanson, James Hurst,Area Safety Manager <br /> for Lehigh Hanson, Bryan Closs, Public Works Supervisor, CHP Sergeant Danny <br /> Lecce, Incident Commander, and Ken Fountain, Manager for All Star Inc. towing. <br /> Oil and diesel puddles were observed at the area of the crash. A saddle tank <br /> (belonging to the cement truck) was on the ground. According to the driver, the <br /> tank had 45-48 gallons of fuel. The south county fire department and All Star Inc. <br /> towing company contained the spill to the roadway and a dirt road divider using <br /> absorbent. The spill was cleaned up by All Star Inc. and the San Joaquin County <br /> Public Works <br /> Department. A notice to abate was written and sent to James Hurst. I confirmed <br /> that he received it. <br /> '/ of a 275 gallon tote was filled with diesel/oil waste. The plan is to have the <br /> waste taken back to All Star Inc's yard located at 850 N MacArthur Dr in Tracy, CA <br /> 95376. 1 asked Ken Fountain if he had a hazardous waste transporters license <br /> and he replied no. I discussed correct transportation requirements with All Star <br /> Inc, Public Works, Lehigh Hanson, and the CHP. None of them had a concern <br /> over this. Sergeant Danny Lecce said he would have one of his officers <br /> accompany the waste back to the towing yard.
