THE COUNTY OF SAN JOAQUIN, STATE OF CALIFORNIA ORDINANCE NO. AN ORDINANCE AMENDING TITLE 9 OF THE ORDINANCE CODE OF THE COUNTY OF SAN JOAQUIN RELATIVE TO SECTIONS 9-110.4 (DEFINITIONS)AND 9-1022 (FENCING AND SCREENING) OF THE DEVELOPMENT TITLE. The Board of Supervisors of the County of San Joaquin ordains as follows: Section 1.Section 9-110.4,Chapter 9-110, Division 1,Title 9 of the San Joaquin County Ordinance Code is hereby amended by adding the definition of"Electrified Security Fence"and "Protective Barrier"to read as follows: Electrified Security Fence. "A permanent fence with a battery powered, low voltage, pulsed current that conforms to the 2006 International Standards and Specifications of the International Electrotechnical Commission for electric fence energizers (International Standard IED 60335, Part 2-76). No Electrified Security Fence shall be installed unless there is an outer Protective Barrier a minimum of six (6) feel,in height located between the property line and the electrified security fence. Protective Barrier. An exterior fence or wall a minimum of six (6)feet in height, restricting direct access to an Electrified Security Fence. When abutting an existing or planned residential area, or a residentially developed parcel, the Protective Barrier shall consist of a solid material (i.e., a wooden fence a block wall an approved mesh material, or equivalent material). A Protective Barrier is subject to the standards of the Fencing and Screening Chapter. In no event shall an Electrified Security Fence be installed without a perimeter Protective Barrier. Section 2. Chapter 9-1022 (Fencing and Screening) of Division 10, Title 9 of the San Joaquin County Ordinance Code is hereby amended to read as follows: 9-1022.7 Electrified SecLlrity Fencing Electrified Security Fences may be permitted in industrial,commercial,or agricultural zones subject to the following development standards: (a) Warning Signs. The- Electrified Security Fence shall be clearly identified by installing Prominently placed warning signs that are legible from both sides of the fence. At minimum, the warning signs shall meet the following criteria: (1) The warning signs are placed at each gate and access points, and at intervals along the fence not exceeding thirty(30)feet. (2) The warning signs are adjacent to any other signs relating to chemical, radiological, or biological hazards. (3) The warning signs are marked with a written warninq or a commonly recognized symbol for shock. (4) The minimum dimensions for each sign is nine(9) inches by twelve (12) inches.
