San Joaquin County
Environmental Health Department
1868 East Hazelton Avenue, Stockton, California 95205-6232
Telephone: (209)468-3420 Fax:(209) 468-3433 Web:www.sigov.or /q ehd
Small Quantity Hazardous Waste Generator Inspection Report
Facility Name: Facility Address: Date:
FOOD MART GASOLINE' 2185 E FREMONT ST, STOCKTON September 06, 2018
SUMMARY OF VIOLATIONS
(CLASS I,CLASS II,or MINOR-Notice to Comply)
Item# Remarks
101 CCR 66262.12 Managed a hazardous waste without an identification number.
This facility's hazardous waste ID number is inactive. A hazardous waste generator shall not treat, store, dispose
of, transport or offer for transportation, hazardous waste without a hazardous waste ID number. Go to the DTSC
web site http://www.dtsc.ce.gov/IDManifest/PERMH\MD.cfm for the form to reactivate the ID number .
Immediately reactivate your hazardous waste ID number and submit evidence to the EHD.
This is a minor violation.
104 CCR 66262.34(d)(2) No modified contingency plan.
An emergency coordinator and modified contingency plan information is lacking. There must be at least one
emergency coordinator on site or on call to coordinate emergency response measures, and the following
information must be posted by a phone: the name and phone number of the emergency coordinator; location of fire
extinguishers, spill control equipment, and if present, fire alarm; and the phone number of the fire department,
unless the facility has a direct alarm. Immediately appoint an emergency coordinator and post the required
information by a phone. A form is provided that can be used for this purpose.
This is a minor violation.
106 CCR 66262.34(d)(2) Failed to train employees on waste handling and emergency procedures.
At the time of inspection, it could not be demonstrated (not necessarily documented) that employees who handle
hazardous waste were properly trained. The two cashiers on site stated they were not familiar with how to clean up
a spill if one occurred. The generator must ensure that all employees who handle hazardous waste are thoroughly
familiar with proper waste handling and emergency procedures. The designated operator provided spill clean up
training at the time of inspection.
This was corrected on site.
This is a minor violation.
601 CCR 66262.34(d) Stored hazardous waste onsite greater than 180 days.
A 55 gallon black steel drum of fuel contaminated solids was observed behind the store with a blank hazardous
waste label. The most recent disposal record is from 2017. Facilities who generate less than 1000 kg of hazardous
waste per month and do not exceed 6000 kg of waste stored on site at any time may store waste on site up to 180
days. Since it cannot be determined how long the hazardous waste has been on site, immediately contact a
licensed hazardous waste hauler to dispose of this waste under manifest. Submit a copy of the manifest to the EHD
within 30 days.
This is a Class II violation.
FA0003284 PRO524255 SCO01 09/06/2018
EHD 22-01 Rev.09/22216 Page 4 of 5 Small Quantity Hazardous Waste Generator OIR
