ROL BOARD
CENTRAL MLLEY REGIMA! WATER QUALITY C Iv i
INSPECTION REPORT
DISCHARGER : BEAVER CHEMICAL COMPANY 8 December 1989
LOCATION & COUNTY : STOCKTON, SAN JOAQUIN COUNTY
CONTACT( S ) : JIM HEAVILAND, DIRECTOR OF OPERATIONS
INSPECTION DATE : 20 SEPTEMBER 1989
INSPECTED BY : ROBERT A. EVANS
ACCOMPANIED BY : JOEL ROSENOW, QUALITY ASSURANCE MANAGER
FACILITY DESCRIPTION:
Beaver Chemical Company, located in east Stockton, CA, manufactures industrial ,
laundry, janitorial , and dairy chemicals. Beaver Chemical processes chemical
orders by mixing the various types powder and liquid chemicals in batches. The
mixture is packaged and shipped as the final product. Wastewater generated from
chemical processing and clean up operations flows by gravity into a collection
sump. Wastewater is pumped from the sump to a one acre clay lined evaporation
pond via 307 foot long three inch Dolyvinyl chloride pipe under Shaw Road. Mixing
and aeration of the pond wastewater is provided pumping water from the bottom
of the pond through 12 spray nozzles.
Beaver Chemical receives its 6055 gpd water supply from California Water Service.
Approximately 5750 gpd is used consumptively to manufacture the chemicals. The
remaining 305 gpd of process wastewater is sent to the ponds. Domestic
wastewater is treated on site by a septic system and disposed by Star Sewer
Service. Surface water drainage is contained on site and sent to the ponds.
Beaver Chemical 's discharge to land is currently regulated by Waste Discharge
Requirements Order No. 79-96, which are no longer consistent with the Boards
plans and policies, need to be updated.
OBSERVATIONS AND COMMENTS:
On 20 September 1989, I conducted a inspection of Beaver Chemical Company (BCC)
in Stockton, California. The purpose of the inspection was to determine the
following:
1) the information required to update BCC Waste Discharge Requirements (WDRs) ,
2) the potential water quality impacts of their wastewater discharge to the
clay lined evaporation pond, and
3) the necessity for BCC to develop and implement a ground water monitoring
program.
IREVIEWED BY:
