CALIFORNIA REGIONAL WATER QUALITY CONTROL BOARD <br /> CENTRAL VALLEY REGION <br /> ORDER N0. 79-96 <br /> WASTE DISCHARGE REQUIREMENTS 19A 0 19,0 z <br /> FOR <br /> BEAVER CHEMICAL COMPANY SA�N ia,OUli�d <br /> SAN JOAQUIN COUNTY 4LTJ_1-D!1 <br /> The California Regional Water Quality Control Board, Central Valley Region, (here- <br /> after Board) , finds that: <br /> 1. Beaver Chemical Company proposes to discharge 2000 gallons (7.6 x 10 1/sec) <br /> per day of Industrial waste from wash down and clean up operations to clay <br /> lined evaporation ponds. Groundwater occurs at 90 feet (27.5 m) below surface. <br /> 2. Beaver Chemical Company manufactures industrial laundry, janitorial and dairy <br /> chemicals and is located in east Stockton, east and adjacent to Hwy 99 at 1448 <br /> Shaw Road with surface water drainage to Stockton Diverting Canal which is <br /> tributary to the Calaveras River. <br /> 3. The beneficial uses of Stockton Diverting Canal and downstream waters are: <br /> agricultural supply; recreation; esthetic enjoyment; and preservation and en- <br /> hancement of fish, wildlife, and other aquatic resources. <br /> 4. The beneficial uses of the groundwater are irrigation and domestic supply. <br /> 5. The Board, on 25 July 1975, adopted a Water Quality Control Plan for the <br /> Sacramento-San Joaquin Delta Basin. <br /> 6. This existing facility is exempt from the provisions of the California Environ- <br /> mental Quality Act in accordance with Section 2714, Class I of Title 23, Cali- <br /> fornia Administrative Code. <br /> 7. The Board has notified the discharger and interested agencies and persons of its <br /> intent to prescribe waste discharge requirements for this discharge and has pro- <br /> vided them with an opportunity for a public hearing and an opportunity to submit <br /> their written views and recommendations. <br /> 8. The Board in. a public meeting heard and considered all comments pertaining to <br /> the discharge. <br /> IT IS HEREBY OREDERED, that Beaver Chemical Company shall comply with the following: <br /> A. Discharge Prohibitions: <br /> 1. The direct or indirect discharge of wastes to surface waters or surface <br /> water drainage courses is prohibited. <br /> 2. Bypass or overflow of untreated or partially treated wastes is prohibited. <br /> 3. The discharge to unlined ponds that permit the percolation of waste to under- <br /> lying groundwater is prohibited. <br />
