Siegfried & Associates JUL `P, 5 1S78 2�J <br /> 4045 Coronado Avenue <br /> Stoc ton, SAN -JOAQUIN .I,GCAL <br /> Dear Mr. Thumlert: I��''�TI I DISTRICT <br /> Thank you for the opportunity to review the plans and calculations for Beaver <br /> Chemical Company's proposed wastewater treatment facility. <br /> We favor your proposal to collect surface runoff from the yard on the north and <br /> south side of the building, and to dispose of yard runoff and washwater by <br /> evaporation from a lined pond. <br /> The pond is designed to contain yard runoff and washwater for approximately a <br /> 15 year frequency storm, which should be adequate. The estimate is, however, <br /> based on evaporation of rainwater. In sizing the pond, consideration should <br /> be given to evaporation of chemicals, including detergents, as the evaporation <br /> of chemicals may be different than that of rainwater. <br /> Waste discharge requirements that will be drafted for Beaver Chemical Company <br /> will contain the provision that discharge to surface waters or surface water <br /> drainage courses, either by direct discharge or runoff from the pond, is pro- <br /> hibited. It should be understood that if the pond approaches spillage, the <br /> company will be required to haul pond water to a suitable disposal site or take <br /> other appropriate action to assure the ponds do not spill. <br /> We encourage Beaver Chemical Company to move forward in an expeditious manner <br /> to complete construction of the proposed treatment facility in compliance with <br /> the time schedule listed in our letter of 6 June 1978 to Mr. Robert H.
