Although the Central Valley Regional Water Quality
Control Board (CVRWQCB) is the lead agency, PHS-EHD handles the permitting and inspections relating to the
monitoring wells on site.
Recent correspondence between your company and CVRWQCB proposes concurrence with your request for site
closure. PHS-EHD will normally require that monitoring wells not required for post-closure activities to be
destroyed under permit by our agency.
Currently an investigation for a documented leaking underground fuel storage tank at Canteen Corporation, just north
of the USC facility, is underway. The environmental consultant for Canteen Corporation has requested that USC
allow them to monitor the wells prior to their destruction. PHS-EHD recommends this monitoring of the USC wells
and requests that you allow Canteen Corporation the opportunity to workout an agreement for this procedure.
The USC wells will have to be destroyed once their intended use is no longer needed, but until that time, these wells
could substantially aid Canteen Corporation in their off-site groundwater investigation.
Mr. William J. Hunter, a registered Geologist, is the contact for the environmental consultant for the Canteen
Corporation and he can be reached at (916) 972-7941.
Hopefully an agreement can be reached that will allow all concerned to meet the requirements that are in the
proposal phase now.
Please contact Michael Infurna at (209) 468-3454 should you have questions or concerns not presented here.
Donna Heran, REHS, Director
Environmental Health Division
Michael Infurna, Senior REHS" Diane M. imm, REHS
Site Mitigation Unit Supervisor
MI
c: CVRWQCB - James Brathovde
c: Canteen Corporation - Marc Paschini, 1500 Shaw Road, Stockton.
c: USC - Robert Zenzt, 1448 Shaw Road, Stockton.
c: Wm.
