WASTE DISCHARGE REQUIREMENTS -4_ <br /> USC/A DIVISION OF HYDRITE CHEMICAL COMPANY <br /> CLASS II SURFACE IMPOUNDMENT <br /> SAN JOAQUIN COUNTY <br /> 20. The facility is not within a 100-year floodplain. <br /> 21. Surface drainage is to the San Joaquin River. <br /> 22. The beneficial uses of these surface waters are domestic, municipal , <br /> agricultural , and industrial supply; ground water recharge; power <br /> generation; recreation; aesthetic enjoyment; navigation; fresh water <br /> replenishment; and preservation and enhancement of fish, wildlife and <br /> other aquatic resources. <br /> OPERATION OF FACILITY <br /> 23. The surface impoundment is used to evaporate liquid wastewater. <br /> 24. The facility has two processing areas, a powder side and a liquid side, <br /> and two distinct waste streams are washed to a common drain which leads to <br /> a sump. The sump contents are periodically discharged to the equalization <br /> tank when a water level switch activates the sump pump. Malfunction of <br /> the sump triggers an alarm to notify the plant operators. From the <br /> equalization tank the wastewater is then pumped to the surface <br /> impoundment. <br /> DESIGN OF WASTE MANAGEMENT UNITS <br /> Surface Impoundment <br /> 25. If the Discharger continues to discharge 'designated wastes' , the surface <br /> impoundment must be reconstructed to include a double liner and leachate <br /> collection system and meet all other requirements of California Code of <br /> Regulations, Title 23, Division 3, Chapter 15 (Chapter 15) . Design and <br /> construction details of the Class II waste management unit (surface <br /> impoundment) must be submitted by the Discharger and approved by the Board <br /> prior to construction. If the Discharger chooses to close the existing <br /> surface impoundment, then a detailed closure plan must be submitted by the <br /> Discharger and approved by the Board prior to closure. <br /> CERTIFICATION <br /> 26. A registered civil engineer or certified engineering geologist, will <br /> certify either 1) that the retrofitted surface impoundment meets the <br /> construction or prescriptive standards and performance goals, including <br /> siting, design of liners, LCRSs, precipitation & drainage, controls, <br /> covers, caps, etc. , and considerations of seismic and flood safety of <br /> Chapter 15, or 2) that closure has occurred according to the closure plan. <br />
