Clay liners shall have a maximum hydraulic conductivity of 1 x 10-6 <br /> cm/s and a minimum relative compaction of 90 percent. Hydraulic <br /> conductivities of liner materials shall be determined by laboratory <br /> tests using solutions with similar properties as the fluids that <br /> will be contained. Hydraulic conductivities determined through <br /> laboratory methods shall be confirmed by approved field testing of <br /> the finished liner. Construction methods and quality assurance <br /> procedures shall be sufficient to ensure that all parts of the liner <br /> meet the hydraulic conductivity, moisture content and compaction <br /> requirements. Proposed design parameters (e.g. , soil type, <br /> Atterberg limits, moisture content, relative compaction) , <br /> construction methods and quality assurance procedures for clay <br /> liners shall be used in the construction of a test pad prior to <br /> liner construction to ensure adequacy of the design, construction, <br /> and testing methods. <br /> 8. LCRS shall be designed, constructed, and maintained to collect twice <br /> the anticipated daily volume of leachate generated by the WMU and to <br /> prevent the buildup of hydraulic head on the underlying liner at any <br /> time. The depth of fluid in any LCRS sump shall be kept at or just <br /> above the minimum needed to ensure safe pump operation. <br /> 9. Prior to the construction of the surface impoundment liner, a <br /> construction quality assurance (CQA) shall be submitted and approved <br /> by Regional Board staff. <br /> Supervision and Certification of Construction <br /> 10. All containment structures shall be designed and constructed under <br /> the direct supervision of a California registered civil engineer or <br /> a certified engineering geologist and shall be certified by that <br /> individual as meeting the prescriptive standards and performance <br /> goals of Chapter 15 prior to waste discharge. <br /> Water Quality Protection Standards <br /> 11 . The concentrations of indicator parameters or waste constituents in <br /> waters passing through the Points of Compliance shall not exceed the <br /> "water quality protection standards" established pursuant to and <br /> enumerated in Monitoring and Reporting Program No. 92-034, which is <br /> attached to and made part of this Order. <br /> Protection from Storm Events <br /> 12. Waste management units shall be designed, constructed, and operated <br /> to prevent inundation or washout due to floods with a 100-year <br /> return period.
