CALIFORNIA REGIONAL WATER QUALITY CONTROL BOARD <br /> CENTRAL VALLEY REGION <br /> MONITORING AND REPORTING PROGRAM NO. 92- 034 <br /> FOR <br /> USC/A DIVISION OF HYDRITE CHEMICAL COMPANY <br /> CLASS II SURFACE IMPOUNDMENT <br /> SAN JOAQUIN COUNTY <br /> Existing monitoring wells show that discharge from the surface impoundment at the <br /> USC/A Division of Hydrite Chemical Company facility has affected ground water <br /> quality. This is a Corrective Action monitoring program, the purpose of which <br /> is to determine whether measures taken by USC/A Division of Hydrite Chemical <br /> Company (hereafter Discharger) are sufficient to remediate the releases of waste <br /> discharges to ground water and to determine if the continued discharge of waste <br /> to land is in compliance with the California Code of Regulations, Title 23, <br /> Division 3, Chapter 15 (Chapter 15). <br /> REPORTING <br /> In reporting the monitoring data required by this program, the Discharger shall <br /> arrange the data in tabular form so that the date, the constituents, the <br /> concentrations, and the units are readily discernible. The data shall be <br /> summarized in such a manner so as to illustrate clearly the compliance with waste <br /> discharge requirements or the lack thereof. A short discussion of the monitoring <br /> results, including notations of any water quality violations shall precede the <br /> tabular summaries. <br /> Quarterly monitoring reports shall be submitted to the Board by the 15th day of <br /> the month following the calendar quarter in which the samples were taken. The <br /> results of any monitoring done more frequently than required at the locations <br /> specified herein shall be reported to the Board. <br /> A semi-annual report shall be submitted to the Board which contains both tabular <br /> and graphical summaries of the monitoring data obtained during the previous six <br /> months. The report shall include a discussion of the progress toward <br /> reestablishment of compliance with waste discharge requirements and water quality <br /> protection standards. <br /> The Discharger shall use the statistical procedures in Article 5 of Chapter 15 <br /> to differentiate between background monitoring data and that which indicates a <br /> release has occurred from the surface impoundment. For those substances which <br /> have no natural background, such as volatile organics, statistical procedures are <br /> not appropriate, except where an upgradient contaminant source causes the surface <br /> impoundment's background monitoring points to produce data in quantifiable <br /> concentrations at least 10% of the time. The analytical laboratory shall <br /> differentiate between detection and quantitation of constituents. <br /> The reported practical quantitation limit (PQL) shall be lower than the maximum <br /> contaminant levels (MCLS) . In addition, the analytical reports should <br /> differentiate between non-detect and trace results. <br />
