Stockton,CA 1444 EI Pinal Dr. Stockton,CA 95205 500 GA Waste Oil Aboveground Storage Tank TANK ASSESSMENT WASTE OIL HOLDING AST Waste AST k 2 January 21,2014 Inspection This assessment is for a 500 GA Single Wall Steel Horizontal Cylindrical AST containing Waste Oil located in the site's southwest corner of Covey Auto Express Inc. Stockton,CA. The facility services truck vehicles including draining and replacing motor oil. Due to business volume they are classified as a "Large Quantity Generator". (209)464-0016 CONTAINMENT ASSESSMENT The single wall steel AST is located within a concrete block walled basin on PCC concrete pavement. There is no attached UL Tag.The manufacturer's label indicates The AST was manufactured in Portland, Oregon by King Bros.The steel shell measures 0.098 to 0.105 IN thick,66 IN long and 48 IN diameter. There is a large 2 SF dent in the underside of the shell although no leakage,sharp break, nor decrease in wall thickness is apparent. The block wall containment(10.75'x13.42'x2.79')capacity,3,011 GA less 2.7"precipitation from a 25 year 24 hr.storm event allowance of 243 GA, is 2,768 GA.Assuming the contained ASTs are @500 GA,& 2 @275 GA or a total of 1,050 GA,there is ample capacity. The PCC floor has several construction joints and they should be sealed to provide an effective barrier to contain waste oil. Drain 1-Y IN coupling at northeast corner should be closed with valve and plug or lock. The subject waste oil AST is blocked with several wooden timbers and neither secured nor elevated above the concrete floor. Leakage is not apparent. Collected waste oil is transferred to the AST through a single 2 IN threaded(NPT)hole in the top of AST. There is no method to prevent overfilling in the event of operator in-attention, however,the quantities transferred are defined and periodic.With an awareness of the tank's waste oil level,the transfers do not threaten over filling between reclamation pickups. Record of pickup by Asbury Environmental Service is current and affixed to the AST. Details of the AST external inspection are attached. No venting is on the AST,aside from the single open port. Daily observations for visible signs of leakage are to be recorded by Covey Auto Express Inc. staff. Records are to be maintained on the site for 3 years. Drainage of containment must be witnessed and recorded.
