San Joaquin valley <br /> Air Pollution Control District =������ <br /> 2001 <br /> February 16, 2001 <br /> N(. <br /> Leanne Mueller <br /> San Joaquin County <br /> Community Development Department <br /> Development Services Division <br /> 1810 East Hazelton Avenue <br /> Stockton, CA 95205 <br /> SUBJECT: SA-010-6 <br /> Dear Ms Mueller: <br /> The San Joaquin Valley Air Pollution Control District (District) has reviewed the <br /> proposed project and offers the following comments: <br /> The San Joaquin Valley's air quality has been designated nonattainment by the EPA <br /> and by the Air Resources Board (ARB) for 03 (ozone) and PM-10(fine particulate <br /> matter, dust). The Federal Clean Air Act (CAA) and the California Clean Air Act require <br /> areas that are designated nonattainment to reduce emissions until standards are met. <br /> Based on the information provided, it appears that this project will have a less-than- <br /> significant impact on the ambient air quality. Therefore, a negative declaration is <br /> appropriate from an air quality perspective. <br /> As a result of the Valley's no^attainment status, the District recommends that the <br /> applicant implement all feasible measures to reduce the amount of ozone <br /> precursors that will result from this project. Please note that some of these measures <br /> may already exist as City/County development standards. <br /> ♦ Planting of deciduous trees on the south and westerly facing sides of buildings. <br /> ♦ If transit service is available to the project site, improvements should be made to <br /> encourage students to use it. If transit service is not currently available, but is <br /> planned for the future, appropriate easements should be reserved to provide for <br /> future improvements such as bus turnouts, loading areas, and shelters. <br /> David L.
