MORRIS ENGINEERING & ASSOCIATES, INC.
CONSULTING ENGINEERS
Secondary Containment
As part of our tank system integrity assessment we inspected the secondary containment that is surrounding
the tanks in the Wastewater Discharge & Treatment Area. Please reference our Secondary Containment Layout
for the layout of the secondary containment areas. The assessment of the secondary containment follows the
guidelines presented in the California Code of Regulations,Chapter 15,Article 10,Section 66265.193.
Based on the requirements in the CCR, the secondary containment must be designed to contain 100 percent of
the capacity of the largest tank within its boundary. The outdoor area of the secondary containment is
protected by a metal canopy which will divert any rain water away from the secondary containment. Therefore,
the requirement to contain precipitation from a 25-year storm is not applicable. There is a small cutout in the
canopy; however,it is centered over an area that is not part of the secondary containment for this system and
therefore should not have a detrimental effect to the secondary containment system.
As part of our assessment,we conducted a visual observation of the secondary containment. This visual
observation consisted of inspecting the epoxy coating for signs of wear and checking for structural cracks in the
concrete secondary containment. Based on our observations,it appeared that the epoxy coating was worn and
will need to be reapplied prior to converting the system to a Zinc-Phosphate solution. We recommend that an
epoxy coating specialist be contacted prior to reapplying the epoxy to confirm the requirements for the coating.
Additionally, some cracks were noticed in the secondary containment. These cracks should be repaired prior to
converting to a Zinc-Phosphate solution to ensure that the secondary containment is capable of containing any
potential hazardous spills.
I
Please see our attached secondary containment checklist for additional information.
1300 INDUSTRIAL ROAD, SUITE 14,SAN CARLOS,CA 94070, (650)595-2973 FAX(650) 595-2980
Email: lee@morriseng.com
