The system is currently inactive. This treatment system <br /> has a permit by rule(PBR)operating permit with the EHD. The EHD required the operator to have the tank system <br /> and secondary containment assessed by a professional engineer pursuant to California Health&Safety Code <br /> §25200.3. <br /> On May 17,2011,the operator submitted a tank system integrity report stamped by a professional engineer. The <br /> report states: <br /> 1. "The Filter Press and the Heavy Metal Clarifier are not currently operational and have had all of their <br /> associated piping removed." <br /> 2. "...any installed piping and associated pumps will need to be certified before the system is used in <br /> operation." <br /> 3. ` ... it is recommended that a leak test be performed on the Heavy Metal Clarifier before it is used in <br /> operation to confirm the water tightness of the removeable panels." <br /> 4. "The secondary containment generally appeared to be in good condition,but some repairs will need to be <br /> made prior to using it as containment for hazardous wastes." <br /> 5. "Prior to using the system to treat or store hazardous waste an additional certification must be completed on <br /> all associated piping and equipment." <br /> Violation: The submitted tank system integrity report does not satisfy the requirements of the tank system <br /> and secondary containment assessment pursuant to California Health&Safety Code§25200.3 since the <br /> system is not in operating condition. <br /> Corrective Action: Make repairs to the tank system and secondary containment to make the system <br /> operational and have the system reassessed by a professional engineer OR close the tank system pursuant to <br /> CCR Title 22 §67450.3(c)(1 1)(G).
