UST Removal Report and Request for Closim 1 <br /> The Southland 22EE2noM Store#17647,1049 Yosemite Ave Manteca,CA hnuary 12,1999 <br /> ' 10 INTRODUCTION <br /> This report is submitted by IT Corporation (IT) (formerly known as Fluor Daniel GTI, Inc)summarizing <br /> ' underground storage tank(UST) removal adrAbes conducted at Southland Store No 17647, 1048 W <br /> Yosemite Avenue, Manteca, California (Figures 1 and 2) The scope of work included 1)excavation, <br /> removal and offsite disposal of three USTs and associated product piping,2) collection and analysis of <br /> soil samples from the base and sidewalls of the UST excavation (Table 1),3) backfill and compaction <br /> of the UST excavation and, 4) preparation of this report summarizing the methods and results of the <br /> work performed The work was designed to fulfill the requirements of the San Joaquin County Public <br /> Health Services Department(SJCPHS) <br /> The sod sampling was conducted under the direction and observation of Mr Harlin Knoll of the <br /> SJCPHS Banks and Company(Banks)and/or its subcontractors conducted removal of the USTs, and <br /> ' <br /> backfill/compaction of the UST pd under direct contract to The Southland Corporation Field dotes are <br /> included in Appendix A <br /> Removal of the USTs and construction-related excavation activities has eliminated the majority of the <br /> ' sod hydrocarbon source Laboratory analytical data indicate residual soil hydrocarbon concentrations <br /> contain low to non-detectable aromatic(BTEX) constituents,which are confined to a relatively small <br /> area in the eastern part of the former UST pit,and are located in low-permeability soils The virtual <br /> absence of aromatics is indicative of intrinsic biodegradation,which is expected to continue Based on <br /> these data, it is proposed that the site be classified as low-nsk under State Water Resources Control <br /> Board (SWRCB)guidelines, and that remaining hydrocarbons be left In place to continue to intrinsically <br /> biodegrade No further action is requested upon SJCPHS receipt and review of this report <br /> 2.0 UNDERGROUND STORAGE TANK REMOVAL <br /> On December 4 , 1999,two 10,000-gaIIon single-wall steel USTs and one 6,000-gallon single wall <br /> steel UST were tnple-nnsed and removed from the site by Banks and Company(Banks) The tank <br /> rinse water was removed from the site by a licensed waste-hauling firm to an approved disposal facility <br /> The USTs were removed from the site for recycling to West Coast Equipment in Turlock,California <br /> (Appendix C) All waste removal was completed in accordance with SJCPHS requirements(Mr Harlin <br /> Knoll) Final disposal documentation will be forwarded to the SJCPHS when received from Banks <br /> 1 <br /> 3.0 SOIL SAMPLING <br /> 3.1 Health and Safety Plan <br /> IT prepared a Health and Safety Plan as required by the Occupational Safety and Health Administration <br /> ' Standard Hazardous Waste Operations and Emergency Response guidelines(29 Code of Federal <br /> Regulations 1910 120) for the exclusive use of IT personnel during onsite achvibes <br /> ' I <br /> I <br /> E7647ustrptr(Sfiil <br /> II <br /> !
