Robert McClellon,R.E.H.S. <br /> Program Manager FaX: (209) 464-0138 Mark Barcellos,R.E.H.S. <br /> TO: INSTALLERS AND OWNERS OF NEW UNDERGROUND STORAGE TANKS <br /> San Joaquin County Environmental Health Department (EHD) has established the following <br /> guidelines to assist you in the completion of your construction project. The guidelines specify the <br /> construction and monitoring criteria necessary to complete our review of your proposed underground <br /> storage tank (UST) system. <br /> 1 -19OF PLANS <br /> INSTALLATION: <br /> a. Submit 3 complete sets of drawings illustrating the locations of all existing and <br /> proposed structures, including existing UST(s), in non-erasable print to EHD. Upon <br /> approval, one set will be retained by EHD and the other two will be returned. <br /> b. Include equipment and material specification sheets and manufacturer's brochures <br /> describing field testing procedures, operating and monitoring systems and listing <br /> numbers or other evidence of a nationally recognized testing organization approval. All <br /> proposed leak detection methods and <br /> equipment <br /> b the Stat Water ResoulrceseControl nts specified <br /> in 40 CFR 280.40 and have been reviewed y <br /> Board Staff. <br /> C. All interstitial monitors must perform according to manufacturer's standards, and must <br /> be tested annually in accordance with section 2630 (d), California Code of Regulations <br /> (CCR), Title 23 Waters, Division 3, Chapter 16. <br /> d. Include a detailed monitoring and response plan in accordance with section 2632 (d) (1) <br /> & (2), CCR, Title 23 Waters, Division 3, Chapter 16. <br /> e. The plans should include a cross sectional diagram of the tank and piping system <br /> including secondary containment, overflow protection equipment, and extension of all <br /> pipes and/or ports from below grade to finish grade. <br /> f. Submit a completed "EHD Service Request" form and the St aWater Resources <br /> Control Board Facility Permit (A) and Tank Permit (B) application <br /> s. <br /> SITE MITIGATION: <br /> a. In the event contamination is observed, confirmed rsuspected as a result of a leaking <br /> rto submit a workplan to EHD <br /> UST system it is the responsibility of the ow ooperator <br /> perato <br /> Site Mitigation Unit prior to initiating any assessment or remediation activities. To <br /> minimize delays, a Corrective Action Plan may be submitted concurrent with tank <br /> closure or installation plans. Address one copy of the Corrective Action Plan to the Site <br /> 1 <br />
