NEW UST INSTALLATION CHECKLIST GUIDELINES <br /> NOTE: All tests must be performed according to manufacturers <br /> specifications; if none are available, consult state and <br /> local guidelines. See CCR 2635 (a) 3 . <br /> 1. Fees paid. Active site fees are due when tanks contain <br /> hazardous material. <br /> 2 . Plans have been approved by PHS/EHD. <br /> 3 . Inspection of secondary containment (see following tests) : <br /> A. Holiday Test: For fiberglass coated steel tanks. <br /> 1) check to see that the holiday device is grounded to <br /> tank; 2) observe wand coverage of entire tank surface; <br /> 3) if an area is thin or has no coating, static and <br /> sparks will be present; 4) an authorized representative <br /> of tank company must repair the flaw and have a <br /> successful retest before tank can go into new excavation. <br /> B. Vacuum Test: 1) tanks must be fitted with a gage showing <br /> inches of mercury vacuum on interstitial space; 2) <br /> observe reading, wait 1/2 hour and recheck gage; 3) a <br /> change in gage reading indicates a problem. <br /> C. Pressure/Soap Test: 1) tanks must be equipped with <br /> accurate pressure gage. Check gage accuracy; 2) Have <br /> contractor pressurize, depressure and repressurize and <br /> watch the gage needle for proper operation. Unless <br /> otherwise specified by manufacturer, minimum pressure <br /> should be 3-5 psi for 30 minutes. Observe initial <br /> pressure reading on gage, wait 1/2 hour and recheck gage <br /> for any drop in pressure; 3) check soap solution for good <br /> soap content, observe contractor soaping entire surface <br /> (especially fittings) of tank; 4) any hissing or bubbling <br /> indicates a problem. Contractor must fix and conduct a <br /> passing retest. <br /> D. Liquid Annular/Brine Test: 1) interstitial space should <br /> be filled with liquid. Look in monitoring sump to see <br /> this . Note liquid level in riser reservoir, wait 1/2 <br /> hour and check for drop in level. A drop in liquid level <br /> indicates a problem; 2) check outer surface of secondary <br /> containment and inside primary container for evidence of <br /> leaking annular space liquid. Liquid is usually colored <br /> for easier visual detection. <br /> 4 . Primary tank tests can be pressure, vacuum, or liquid <br /> annular (Inspect as for No. 3 above) . <br /> 1 <br />
