Telephone: (209)931-8994 <br /> Program Element: 1600-FOOD PROGRAM Complaint#: C00050651 <br /> DESCRIPTION OF COMPLAINT ALLEGATIONS <br /> The San Joaquin County Environmental Health Department received the following complaint: <br /> ON 8-27-19,AT AROUND 6PM,COMPLAINANT PURCHASED 2 LARGE BUCKETS OF HOT CHICKEN WINGS FROM <br /> KFC.AT THE BOTTOM OF THE BUCKET,THE LAST FEW PIECES OF CHICKEN WERE BLOODY AND RAW.TOOK IT <br /> BACK TO RESTAURANT,TOLD MANAGER,AND GOT A REFUND.CALLED CORPORATE AND GOT NO RESPONSE. <br /> RESTAURANT WAS VERY DIRTY. ON THE DAY THEY WERE THERE TO RETURN THE CHICKEN,THEY SAW AN <br /> EMPLOYEE PULL SOMETHING"WORM-SHAPED"OUT OF THE SAUCE AND THREW IT AWAY. (C)SPOKE TO <br /> "JANICE"FROM CORPORATE,AND JANICE TOLD(C)SHE WOULD MAKE A"HIGH-PRIORITY"REPORT AND THAT <br /> SOMEONE WOULD BE CONTACTING THEM. OVER THE NEXT FEW WEEKS,THEY NEVER HEARD ANYTHING <br /> FROM AN INSPECTOR OR INVESTIGATOR, SO THEY CALLED BACK AND CORPORATE TOLD THEM THE CASE <br /> WAS CLOSED.THEY THEN TOLD THEM THEY WERE GOING TO CONTACT ENVIRONMENTAL HEALTH AND THEY <br /> HUNG UP ON THEM. <br /> VIOLATIONS AND CORRECTIVE ACTIONS <br /> Items listed on this report as violations do not meet the requirements set forth in the California Health and Safety Code commencing with section 7; <br /> 113700.All violations must be corrected within specified timeframe. Violations that are classified as"MAJOR"pose an immediate threat to public health <br /> and have the potential to cause foodborne illness.All major violations must be corrected immediately.Non-compliance may warrant immediate closure of <br /> the food facility. <br /> OVERALL INSPECTION NOTES AND COMMENTS <br /> FOOD ITEM--LOCATION--TEMP°F--COMMENTS <br /> No Temperature Data Collected <br /> NOTES <br /> Upon arrival I spoke with the manager on site in regards to the complaint. Manager stated she had knowledge of complaint <br /> because she was the one who prepared the food and dealt with the customer.She began to inform me that when the <br /> customer returned for a refund,the manager looked at the product and the residue was not blood but darkened portions of <br /> meat and bone.The managers on site that day informed the customer of what they found but still refunded the money to the <br /> customer. I asked the manger to show me the process in which the chicken wings are prepared and she stated they are <br /> placed in a deep fryer with a preprogrammed timer for whatever product they are deep frying at the moment.The chicken <br /> wings are placed in a deep fryer for 9.5 minutes,then placed in a hot hold that reaches 170F until a consumer orders the <br /> product.Observed no chicken wings at this time to inspect,however asked manager to show me where the sauces are kept <br /> and informed them if objects fall into thesauces during an order preparation. Manager stated that the onions sometimes do <br /> fall into sauces and associates remove them and toss them into the garbage if they notice this. Observed the sliced onions <br /> stored in the same prep table with sauces and shredded cheese. I then asked associates and managers on site if corporate <br /> ever conducted an inspection after the incident,all stated that they had no knowledge of an inspection took place from <br /> corporate.
