KLE/NFELOER
Bright People.Right Solutions.
October 10, 2019
San Joaquin County Environmental Health Department
1868 Hazelton Avenue
Stockton, California 95205-6232
SUBJECT: Well Destruction Permit Application
PG&E Kasson Substation Facility
23851 Kasson Road
Tracy, California 95304
To whom it may concern,
Kleinfelder has been authorized by Pacific Gas and Electric Company (PG&E) to submit the
attached "Well Destruction Permit" application to destroy one well located at a PG&E substation
at 23851 Kasson Road in Tracy, California. It is our understanding that the well is not in use
and is not proposed for future use. No records of well construction or use were provided to
Kleinfelder. Figure 1 shows the site location and Figure 2 shows the well location.
A site visit was conducted on September 12, 2019. As observed during this site visit, the well is
of steel construction and 8-inches diameter with a 12-inch conductor casing. The well sits in a 4-
by 6-foot concrete well pad with an associated pressure tank and electrical box. The well was
measured to a total depth of 168- feet and groundwater was measured approximately 15 feet
below the top of casing. Kleinfelder proposes to abandon the well with neat cement grout from
the bottom to the surface with tremie pipe and then removing the top 3 to 5 feet of casing(s). After
removal, additional grout will be added, if warranted, and the excavation backfilled with the
previously excavated soil and tamped down. The non-soil materials removed from the well and
well pad (i.e. concrete, pressure tank, steel casing, piping) will be stockpiled on site for removal
by PG&E's demolition contractor. The non-soil materials removed from the well and well pad (i.e.
concrete, pressure tank, steel casing, piping) will be stockpiled on site for removal by PG&E's
demolition contractor.
Prior to the well destruction, the well location will be marked and staked and marked in white paint
on the pavement near the well site. Underground Service Alert (USA) will be contacted at least
three working days prior to conducting field work to notify local utilities of the proposed subsurface
work. A site Project Specific Safety Plan (PSSP)will be prepared for the proposed scope of work.
Well destruction activities will be performed by Gulf Shore Exploration, a C-57 licensed well drilling
contractor, and overseen by Kleinfelder personnel.
Page 1 of 2 October 10, 2019
©2019 Kleinfelder
KLEINFELDER 2882 Prospect Park Drive,Suite 200, Rancho Cordova,CA 95670 p 1916.366.1701 f 1916.366.1713
