PE 2546 RUVALCABA
180 min SC 974
Initial call received at 7:30 pm.
Kyle Collins(209-483-5867)with Loves Travel Center was called to get more
information on the incident. Kyle stated that 50 gallons had leaked out of a
punctured diesel tank on a truck that had arrived on their parking lot. The release
had not been contained, fire department was on scene trying to contain leak and
recover as much diesel as they could. Absorbent had been used to help in
containing the spread of the contamination. It was estimated that clean up
company would arrive at about 8:30 pm. The responsible party was identified as
SWIFT trucking.
Loves Travel Center was called at(209) 333-9392 and manager Geney Lo made
similar statements to Kyle.
Arrived on site a 8:30 pm. Juan Rubio with Patriot Environmental was on site and
was working on emptying diesel tank to stop the leak. Swift truck number was
152067 and trailer number was 544580. James Harper was identified as the
driver, he stated that he had filled up about 30 minutes before the incident. He
noticed a mist in his side view mirror and realized that his tank had punctured. He
traveled approximately 5 miles from the time he realized his tank was punctured to
the time he exited the freeway. I tried to retrace his route and was unable to
observe any puddles along the freeway or at the two stop lights between the off
ramp and the Loves Travel Center. It was discovered by Patriot that the two tanks
held a total of 200 gallons. Between 70 to 80 gallons were recovered from the
leaking tank. 3 drums of waste were generated by the cleanup including the
recovered diesel. Some of the absorbent and diesel could not be cleaned until the
truck could be towed. Towing was to happen by Monday 10/09/2017. The labeled
waste drums were left at the Loves facility to be picked up by patriot at the time the
cleanup is concluded.
10/09/2017 Called and spoke to adjuster for Swift Trucking.
