Referrals have been sent to the San Joaquin Council of <br /> Governments (SJCOG), the agency responsible for verifying the correct implementation of the San Joaquin County <br /> Multi-Species Habitat Conservation and Open Space Plan (SJMSCP), which provides compensation for the conversion <br /> of Open Space to non-Open Space uses which affect the plant, fish and wildlife species covered by the Plan. Pursuant <br /> to the Final EIR/EIS for SJMSCP, dated November 15, 2000, and certified by SJCOG on December 7, 2000, <br /> implementation of the SJMSCP is expected to reduce impacts to biological resources resulting from the proposed <br /> project to a level of less-than-significant. <br /> SJCOG responded to this project referral that the project is subject to the SJMSCP. The applicant has confirmed that <br /> he will participate in SJMSCP. With the applicant's participation, the proposed project is consistent with the SJMSCP <br /> and any impacts to biological resources resulting from the proposed project will be reduced to a level of less-than- <br /> significant. <br /> b-c) The subject property has no riparian habitat or wetlands located within its boundaries, therefore the proposed project, <br /> a revisions of approved actions for a previously-approved expansion of an existing religious assembly, will not have an <br /> PA-1800106 (RAA, UP)—Initial Study 9 <br />
