k. A copy of the Final Site Plan shall be submitted prior to the release of building permit for phase <br /> two of this development. <br /> I. Verification shall be obtained from the Solid Waste Division(468-3066)that this development has <br /> met the requirements of the Waste Plan Format for Development Projects. The Final Site Plan is <br /> required upon submittal of verification for phase two of this development. <br /> m. Dischargers whose projects disturb one or more acres of soil or whose projects disturb less than <br /> one acre but are part of a larger common plan of development that in total disturbs one or more <br /> acres are required to obtain coverage under the General Permit for Discharges of Storm Water <br /> Associated With Construction Activity(Construction General Permit 99-08-DWQ). Construction <br /> activity subject to this permit includes clearing, grading, and disturbances to the ground such as <br /> stockpiling or excavation but does not include regular maintenance activities performed to restore <br /> the original line, grade, or capacity of the facility. <br /> n. The applicant shall file a Notice of Intent with the State Water Resources Control Board for phase <br /> two of this development to obtain coverage under the General Industrial Storm Water Permit, <br /> NOTE: Any construction activity that results in the disturbance of at least one acre of soil shall <br /> require a State NPDES construction permit. <br /> 3. ENVIRONMENTAL_HEALTH DEPARTMENT (Staff Contact: Michael Escotto, 468-3443) <br /> a. An application for Waste Discharge Requirements must be submitted to the Central Valley <br /> Regional Water Quality Control Board prior to development. (California Water Code, Article 4, <br /> Section 13260) <br /> b. An addendum to the soil suitability study, dated August 26, 2008, incorporating the revised <br /> project shall be submitted to Environmental Health indicating that the area is suitable for septic <br /> system usage. The studies must be approved by Environmental Health prior to the issuance of <br /> building permits (Development Title Section 9-1105.2(d]). A review fee of$610.00 must be paid <br /> at the time of submittal to Environmental Health. <br /> The sewage disposal system shall comply with the on-site sewage standards of San Joaquin <br /> County prior to approval. A percolation test that meets absorption rates of the manual of septic <br /> tank practice or the EPA Design Manual for on-site waste water treatment and disposal systems <br /> is required for each parcel. A permit fee of$122.00 per percolation hole is required. <br /> c. Construct a water well under permit and inspection by Environmental Health prior to occupancy. <br /> Should the number of non-resident individuals exceed 24 for at least 60 days per year, or the <br /> number of service connections exceed four, a yearly permit to operate a public water system will <br /> be required by Environmental Health. (Development Title Sections 9-1120.2 and 9-1115.9) <br /> The supplier must possess adequate financial, managerial, and technical capability to ensure the <br /> delivery of pure, wholesome, and potable drinking water in accordance with Development Title <br /> Sections 9-1120 and 9-1115.9, CCR,Title 22, and Health and Safety Code Sections 116525 <br /> through 116570. <br /> NOTE: The applicant shall contact Adrienne Ellsaesser, Lead Senior Registered Environmental <br /> Health Specialist, at(209)468-0343 to determine if the existing well can be permitted as a public <br /> water system prior to final occupancy. <br /> Revised Conditions - 5- PA-08000180 <br />
