Kasey Foley,REHS,Assistant Director <br /> PROGRAM COORDINATORS <br /> Robert McClellon,REHS <br /> Jeff Carruesco, REHS, RDI <br /> Willy Ng, REHS <br /> Muniappa Naidu, REHS <br /> July 10, 2019 Michael Kith,REHS <br /> Rosa Chen nNf <br /> TranSystems <br /> 2000 Center Street, Suite 303 <br /> Berkeley, CA 94704 <br /> RE: Soil Suitability/Nitrate Loading Study <br /> Stockton Terminal Eastern Railroad Company <br /> 1177 N Stokes Avenue, Stockton <br /> APN 143-280-01, SR0080800 <br /> The San Joaquin County Environmental Health Department (EHD) has reviewed the Soil Suitability/Nitrate <br /> Loading Study (SSNL), dated June 21, 2019, and submitted June 24, 2019 for the above noted location and <br /> has the following comments for your consideration. <br /> • The SSNL Study was prepared to determine the suitability of the above noted parcel for onsite <br /> wastewater treatment system (OWTS) usage, including to estimate the potential for nitrate impact to <br /> groundwater, for a proposed modular office building for six employees on 3.01 acres utilizing public <br /> water service. <br /> • The existing OWTS installed in 2006, consisting of 2-39 foot leach lines and 4-36 inch by 25 feet <br /> seepage pits, has a leach line equivalency of 274 feet. With an average daily flow of 120 gallons (six <br /> employees at 20 gallons a person for a 12 hour shift) and clay soils, the standard commercial leach <br /> line calculations per San Joaquin County OWTS Standards requires 330 feet of leach line equivalent. <br /> The existing OWTS is undersized by about 56 feet of leach line equivalent from a standard OWTS. <br /> An additional 40 feet of leach line and at least one seepage pit must be installed under permit and <br /> inspection to reuse the existing OWTS. An effluent filter must be installed in the exiting septic tank. <br /> Please install the additional capacity to the existing OWTS under permit and inspection by EHD <br /> prior to final occupancy. <br /> • Based on the information provided, the EHD finds that the SSNL Study supports the suitability for <br /> standard OWTS usage for this parcel for the proposed development, pursuant to San Joaquin County <br /> Ordinance Code Title 9, Section 9-1105.2(d), provided the existing and proposed OWTS and 100% <br /> replacement areas can meet all requirements of the San Joaquin County OWTS Standards, including <br /> the minimum setbacks from any water wells and surface water bodies. <br /> If you have any questions please contact Michael Kith, REHS, Program Coordinator at (209) 468-3444 or <br /> mkithtc-_slgov.org. <br /> Mic ael Kith, REHS <br /> Program Coordinator <br /> c: Advanced GeoEnvironmental <br /> 1868 E.
