§ 1.1 The SJC District Viewer Map indicates the subject Parcel is currently 0.64 acres net. The <br /> Tentative Map has not been completed as of the date of this report. The subject Parcel was <br /> originally subdivided into three Parcels on February 16, 1939. The three subject Parcels <br /> were merged into one Parcel on November 19, 2010. Mr. Ahmed desires to re-subdivide <br /> the property back into three Parcels and construct a single family residential (SFR) <br /> structure on each of the three new Parcels. <br /> Present land use of the property can be observed by the aerial Google Map and consists <br /> exclusively of open space, annual grasses and trees. There is a soil depression near the <br /> middle of the property, near Eighth Street. This was most likely the location of a removed <br /> septic tank. Historical septic tank usage has been well documented in this area. The <br /> center portion of the property has been paved with asphalt. It is unknown why this paving <br /> was done; however,the Open Door House of Prayer Church had purchased the property, <br /> merged the three Parcels, and proposed to use the property as a parking lot. It is my <br /> understanding the merged Parcels were never used as a parking lot. <br /> § 1.2 The Tentative Map is in the process of being prepared by Zack Wong, PE of WoQ <br /> Engineers, Inc., Stockton. The APN map illustrates the Parcels before consolida <br /> one Parcel (Parcel 39). There are no on-site commercial/residential structures or <br /> outbuilding structures. There is a sea container located in the SWC of the propeillustrated in the photographic plates. The sea container contains furniture, chair <br /> from a nearby Church. <br /> As referenced, a description of proposed development is to create three Parcels as was the <br /> original configuration from the original 0.64 acre Parcel,through a Minor Subdivision. <br /> § 1.3 The District Viewer Map denoting the location of the property is found in the Appendix A. <br /> § 1.4 The photographic plates found in Appendix E illustrate the actual property, surrounding <br /> properties and the items currently on the Parcel, which are: an old half drum that contains <br /> non-hazardous garbage, empty bottles and other types of garbage, grass clippings and other <br /> landscape wastes. <br /> § 2.0 PAST,PRESENT AND PROPOSED FUTURE USES OF THE SITE <br /> § 2.1 Past utilization of the property over one hundred years ago was agricultural dryland and <br /> possibly flood irrigated farming. EHD permits are found in Appendix C. However,there <br /> were no permits specifically for address 1904 East Eighth Street. The addresses of the <br /> original three Parcels are unknown. Consequently, permits for 1882 East Eighth Street <br /> through 1932 East Eighth Street are included in this report,which should encompass the <br /> subject property.
