Department of Toxic Substances Control
Maureen F. Gorsen, Director
Linda S.Adams 8800 Cal Center DriveArnold Schwarzenegger
Secretary for Sacramento, California 95826-3200 5]D Governor
Environmental Protection l,/
February 14, 2008 FEB ! p 2008
SAN JOAQUIN COUNTY
Dear Community Member: ENVIRONMENTAL NE,A H DEP[
The purpose of this letter is to introduce myself to you, inform you of a cleanup project located at
712 South Sacramento Street in Lodi (referred to as the Site), and to invite you to participate in a
brief Community Survey which is enclosed.
The Department of Toxic Substances Control (DTSC) is the regulatory agency providing
oversight of the investigations and future cleanup activities at the Site. Your response to this
survey will enable DTSC to determine the level of community interest, conduct appropriate
community outreach activities, and inform the community of the project's status.
The 0.73-acre Site housed a manufactured gas plant from 1913 to 1928; PG&E acquired the gas
plant in 1926. This plant produced gas for the lighting, cooking and heating needs of local
residents. The plant was shut down in 1928, dismantled in 1956 and the Site is currently vacant.
The majority of the Site is paved and there is a small building located in the northwest corner of
the Site; the entire Site is fenced with access provided through a locked gate located on South
Sacramento Street.
During site investigation activities, polycyclic aromatic hydrocarbons, petroleum hydrocarbons,
arsenic, antimony and lead were detected in shallow soils at various locations throughout the
site. Over the next year, PG&E will be conducting additional site investigations to determine the
extent of soil and groundwater contamination and the best methods to clean these up.
PG&E will submit a draft Removal Action Workplan for cleanup of the contamination to the
DTSC for review and approval. In cooperation with PG&E, and pursuant to state regulations,
DTSC will be overseeing the investigation and cleanup project of the site. Prior to DTSC's
approval of the proposed cleanup activities, you will receive a fact sheet that provides a
summary of the proposed cleanup activities.
Thank you in advance for filling out and returning the enclosed community survey to me by
February 28, 2008. If you have any questions regarding the investigation, proposed cleanup
activities at this site or the attached community survey, please contact me toll free at
(866)495-5651 or at(916) 255-3651 or by e-mail to hnelson@dtsc.ca.gov.
Sincerely,
AIO,C 7
Heidi Nelson
DTSC Public Participation Specialist
9 Printed on Recycled Paper
