Upon review <br /> and evaluation of the proposed report, DTSC disapproves <br /> the revised performance goals . <br /> RATIONALES <br /> DTSC' s disapproval of the revised performance <br /> goals is based on: (1) the proposed performance goals <br /> have not incorporated DTSC' s comments made on April 4 <br /> and June 5 , 1996 ; and (2) they are not consistent with <br /> items previously approved by DTSC. Examples of DTSC' s <br /> comments are provided below: <br /> 1 . Monitoring Frequency for the Extraction and <br /> Monitoring Wells : <br /> The proposed monitoring frequency has been <br /> inconsistent . In the first draft proposal dated <br /> December 15 , 1995, it stated that "monitoring data . . . <br /> will be collected weekly or as determined by the pilot <br /> SVE tests" . DTSC commented in the April 4 , 1996 letter <br /> that monitoring data shall be collected on a weekly <br /> bases or more frequently throughout the full scale <br /> operation. <br /> However, in the May 6, 1996 proposal, the <br /> consultants changed the proposed monitoring frequency <br /> to "weekly to biweekly depending upon site - specific <br /> SVE system evaluation and response . " In this August <br /> proposal, the consultant proposed "the monitoring <br /> frequency will be weekly to monthly. . " (Page 5 , Section <br /> 4 . 2) . <br /> 1� <br />
