Past Costs <br /> August 26 , 1996 <br /> Page 2 <br /> equations used to allocate partial groundwater <br /> investigation costs from Guild, Busy Bee, Lustre-Cal <br /> sites to the City are described in Enclosure A. The <br /> contract costs shown in Table 3 are the results of the <br /> calculation. <br /> The Task orders and invoices are on DTSC' s files <br /> and are available for review upon request . <br /> 3 . The RGRU allocated one fourth (1/4) of the costs <br /> incurred in fiscal years (FY) 92/93 and 93/94 at the <br /> Guild, Busy Bee and Lustre-Cal sites to the City. <br /> Costs incurred in these two FY were charged to the <br /> Guild, Busy Bee and Lustre-Cal sites only; the City was <br /> not charged for any cost incurred because the City was <br /> not identified a PRP until June 1994 . DTSC has also <br /> determined that the City should share the costs <br /> incurred during those two FY with other PRPs . Table 2 <br /> shows the calculated results . <br /> 4 . The site code "Lodi Groundwater Site" was <br /> established in March 1995 for the purpose of <br /> negotiating cleanup agreements with all the PRPs . The <br /> costs incurred are thereby divided among these four <br /> parties . <br /> S . The past costs are allocated to the City and the <br /> PRPs for the Guild, Busy Bee, Lustre-Cal site for the <br /> following reasons : <br /> a. The past costs were incurred to identify <br /> Guild, Busy Bee, Lustre-Cal and the City as <br /> responsible parties . The 1993 soil, groundwater <br /> and sewer sampling field work was planned, <br /> designed and implemented at the Guild, Busy Bee <br /> and Lustre-Cal sites; and <br /> b. Negotiations for cleanup agreements (site <br /> code entitled "Lodi Groundwater Site" ) have been <br /> limited to the four identified PRPs . <br /> The above past costs do not include the cost <br /> incurred for additional PRP search commenced in March <br /> 1995 . A separate site code has been used to document <br /> work associated with the additional PRP search. Cost <br /> incurred due to additional PRP search will be allocated <br /> to all newly identified PRPs . <br />
