groundwater contamination near the Busy Bee Laundry and Cleaning site. To more conclusively <br /> determine the source and extent of soil and groundwater contamination, the Regional Water <br /> Quality Control Board requested Busy Bee Laundry and Cleaning to conduct additional <br /> investigations, and install at least three groundwater monitoring wells by July 1991. Busy Bee <br /> Laundry and Cleaning requested and was granted an extension of the deadline for submittal of the <br /> work plan until December 1991. A work plan for the additional investigations has yet to be <br /> received by the Regional Water Quality Control Board. Ecology and Environment, Inc. conducted <br /> a Preliminary Assessment of Busy Bee Laundry and Cleaning in April 1991. <br /> Groundwater occurs at a depth of approximately 50 feet below ground surface. The unsaturated <br /> zone beneath the site consists of at least one 5-foot-thick clay layer, which may or may not be <br /> continuous across the site. The inhabitants of Lodi depend on groundwater for all their drinking <br /> water. Twenty-four municipal wells form a blended system and supply drinking water to the <br /> 53,186 people of Lodi. All the wells are located within 4 miles of the site. The nearest upgradient <br /> well (Well 4) is located 0.1 mile from the site and the nearest downgradient well (Well 3) is <br /> located 0.3 miles from the site. Both wells have been taken out of service because they are <br /> contaminated. <br /> The South Main Canal, the nearest source of surface water, transports irrigation water from the <br /> Mokelumne River to the farmers south and west of Lodi. The canal water is not used for drinking <br /> or recreational purposes. The canal is bermed by a 8- to 10-foot levee. <br /> Hazardous wastes generated by Busy Bee Laundry and Cleaning are stored in drums on site before <br /> being collected by Technichem, Inc. Busy Bee Laundry and Cleaning operates under a San <br /> Joaquin Air Pollution Control District emissions permit and has not violated the permit or received <br /> any citations. <br /> The pertinent Hazard Ranking System factors associated with the site are: <br /> • The past practice of discharging wastewater containing perchloroethylene into <br /> the municipal sanitary sewer system has been discontinued. <br /> • PCE contamination was detected in municipal Well 3, 0.3 mile downgradient <br /> of the Busy Bee Laundry and Cleaning site. Well 3 was put out of service. <br /> • The site is a locked, secured building and all hazardous waste stored on site is <br /> inaccessible to the general public when the site is not open for business. <br /> • Twenty-four municipal wells lie within 4 miles of the site. These wells form a <br /> blended system to supply water to the approximately 53,186 residents of Lodi. <br /> All of Udi's drinking water is obtained from groundwater. <br /> • No residences, schools, or daycare centers are located on or within 200 feet of <br /> the Busy Bee Laundry and Cleaning site. <br /> SI Busy Bee Laundry and Cleaning-0(F)• 1/93 11 Printed on 50% recycled paper. <br />
