Main Street
in Lodi , you, as well as the current operator and property owner of Busy Bee,
have been requested to submit a work plan for a site assessment at this facility.
The site assessment should determine if there is any soil and/or ground water
contamination near Busy Bee as a result of past or present practices at the
facility. Since tetrachloroethylene (PCE) has been found at high concentrations
in both the sewer line and in the soil gas near Busy Bee, it is likely that PCE
also may be in the soil and/or ground water on your property just east of Busy
Bee.
We are currently working with the property owner, M & P Investments, to determine
the extent of soil and/or ground water contamination near Busy Bee. We encourage
you to work with M & P Investments on the site assessment by allowing them access
to your property to take soil and ground water samples. Otherwise, you will need
to retain a competent engineer and conduct a study on your own. In any case, the
potential PCE contamination of soil and/or ground water on your property must be
addressed.
Please advise me by 30 January 1990 whether you propose to work with M & P
Investments or develop your own work plan. If you decide to develop a work plan
on your own, the work plan is due on 6 February 1991. If we cannot effect a
timely resolution to the matter, we may consider formal enforcement action
against you.
If you have any question please call me at (916) 361-5649.
1
POLLY L6WRY /
Associate Engineering Geologist
PAL:ej
cc: Mr. Carl Lischeske, Department of Health Services , Stockton
Ms. Donna Heran, San Joaquin County Public Health Services, Stockton
Mr. Fran Forkas , City of Lodi , Lodi
M & P Investments, Lodi
Mr. Dennis O'Connor, Mayall , Hurley, Knutsen, Smith, & Green, Stockton
Mr. Fred Roes, Busy Bee Laundry and Cleaners, Lodi
Luhdorff and Scalmanini , Woodland
