I look forward to
hearing from you after January 6, 2014.
Please note that one of the permit fee checks has an expiration date and I think it is around the earlier part of January
2014.
Again, thank you for taking the time to consider this discussion.
Respectfully
Phil
From: Adrienne Ellsaesser [EH] [mailto:AEllsaesser@sicehd.com]
Sent: Friday, December 27, 2013 1:51 PM
To: Phil Goalwin
Cc:Tim Hasler; rcervantes@waterboards.ca.Bov
Subject: RE: Former Busy Bee Cleaners- Recent Groundwater Analytical Data
Hello Phil,
I did read the approval letter from RWQCB where it inaccurately stated the workplan's destruction methods met with
San Joaquin County Well Destruction Standards, and as you note below, you were aware of this as well.
Contamination of groundwater is a contaminant found that is not known to naturally occur(i.e SOCs and VOCs) or
naturally occur at the levels found (i.e. nitrates above background levels of—10 ppm). PCE does not naturally occur in
the groundwater. If PCE is detected in the monitoring well, then the groundwater the well encounters is known to be
contaminated and the well is to be over drilled, per our standards noted on page 27, Section 13.17.6., which I attached
above.
I will have to discuss your request with our Director for her approval to not enforce our monitoring well destruction
standards. Unfortunately, she is out of the office on holiday at the moment. I will get back to you after January 6, 2014.
Best regards,
Adrienne
Adrienne Ellsaesser, REHS
Program Coordinator
San Joaquin County
Environmental Health Department
2
