Staff from the Central Valley Water Board, City of Lodi, and E2C
met on 24 October 2012 to discuss the status of the groundwater cleanup and future activities at
the site.
High Vacuum Report of Findings
The Report described batch pumping operations that occurred between December 2012 and
February 2013 in accordance with the batch pumping plan which was approved by Central
Valley Water Board staff in November 2012. Approximately 11,000 gallons of groundwater was
extracted from wells EX-1BB and MW-7BB. Initial concentrations of tetrachloroethylene (PCE)
in EX-1 BB were 23.3 pg/L and 30.7 pg/L in MW-7BB. After batch pumping, concentrations of
PCE decreased to 10.2 pg/L in EX-1 BB and 10.3 in MW-7BB. The batch pumping operations
removed approximately 2.63 pounds of PCE.
Site Decommissioning Work Plan
The Work Plan described activities associated with abandoning the groundwater remediation
system. The system consists of the following components: one 6-inch extraction well, 22
groundwater monitoring wells, 38 air sparge wells, and 29 vapor extraction wells. E2C proposes
to over-drill the top 3 feet of each well and pressure grout the remainder, per San Joaquin
County Environmental Health Department and City of Lodi permit specifications. The piping will
be left in place under asphalt paving in the City's right-of-way. The ends of the piping will be
capped with concrete plugs. Manifold piping at each equipment compound will be cut flush with
ground surface and each pipe will be capped with a concrete plug.
Comments
Central Valley Water Board staff concurs with the Report finding that data show the batch
pumping operations achieved the objectives set forth in our October 2012 meeting.
