Union Road, Manteca <br /> In accordance with a July 19, 1999 letter from Environmental Health to Arthur Nunes, the owner <br /> of the property at 1976 N. Union Road in Manteca, we are contacting you regarding a proposed <br /> change in use of this site. San Joaquin County is proposing to use Federal HOME Program funds <br /> to assist in the acquisition and ultimate development of this property. The proposed use is a 50- <br /> unit apartment complex for very low-income seniors. <br /> A Preliminary Environmental Site Assessment Report was prepared by Geotechnical Engineering <br /> Inc.in May 1999. A part of this process involved collecting soil samples from an area where an <br /> underground tank had been removed in 1993. The results of this testing were provided to <br /> Environmental Health. The July 19, 1999 letter indicates that, based on the information provided, <br /> no further action was required. However,the letter also indicated that a change in the use of the <br /> site may require further site characterization and mitigation activity. <br /> As we discussed this morning,the proposed apartment complex will not have any basements and <br /> water will be provided by Manteca's public water system. It is my understanding that this type of <br /> development will not trigger any additional testing or mitigation measures. If the type of <br /> construction or the source of water changes, we will notify your office. <br /> Thank you for your assistance.
