r��72 <br /> INTRODUCTION <br /> Mr. Dave Kamper is creating a second parcel from property he owns at 9330 East Lathrop Road <br /> in Manteca, CA. According to the San Joaquin County Development Title, a Surface and <br /> Subsurface Contamination Report(SSCR) must be conducted prior to the time of Tentative Map <br /> submittal. The purpose of this report was to investigate the subject property for real or potential <br /> environmental contamination and report the findings to the Client and the San Joaquin County <br /> Environmental Health Department. This report complies with the San Joaquin County Ordinance, <br /> specifically 9-905.12(a) for a "Surface and Subsurface Contamination Report." <br /> In addition, the report addresses and evaluates non-point sources of hazardous materials, as well <br /> as potential point sources. Non-point sources of hazardous materials include agricultural <br /> chemical residues, high concentration of nitrate laden groundwater and other contaminants which <br /> may have originated from a wide area. Point sources investigated include fuel storage tanks, <br /> septic systems and/or chemical storage areas. <br /> No chemical analysis was conducted for this investigation, nor was there an inspection of the <br /> existing residential structure for asbestos containing materials (ACMs). An analysis of the <br /> domestic well serving the house on proposed Parcel 1 has been tested for nitrates and the <br /> agrichemical dibromochlorpropane (DBCP) for the Soil Suitability Study (See VAR# SSS-11.99). <br /> The Soil Suitability Study was also required for this project by the San Joaquin County <br /> Environmental Health Department. In addition, the Health Department also stipulated that a <br /> Nitrate Impact Investigation be performed since this project was a variance of the County <br /> Ordinances that promulgated no Parcel may be subdivided less than two acres in size. <br /> SITE DESCRIPTION <br /> As illustrated on the attached Tentative Map, the Designated Remainder consists of a rectangular <br /> shaped, flat 16.8 acre parcel that is planted in one year almond trees. Parcel 1 is slightly elevated <br /> from the Remainder and is 1.5 ac. It contains a single family residence that was built more than <br /> thirty years ago. The site address is 9330 East Lathrop Road, Manteca and the Assessors Parcel <br /> Nos. are 208-040-11, 12. The site is bordered to the north, south and west by agricultural <br /> production land and rural, single family housing (ranchettes). It is currently zoned AG-40. There <br /> is a South San Joaquin Irrigation District easement traversing the property. <br /> The property has been farmed in almonds literally since the turn of the century. The region has <br /> been dry land and irrigated farmed, particularly in orchards, vineyards, and row crops for the last <br /> several decades. There is very slight possibly of minute volumes of pesticide drift originating <br /> from the surrounding acreage. Irrigation is provided from irrigation wells and the irrigation <br /> Lthe <br /> ct. An on-site domestic well and septic system serves the house. Storm drainage flows to <br /> mond orchard. The property is not subject to the 100-year flood. <br /> 2 <br /> Halley Ag research <br />
