[I] EXECUTIVE SUMMARY <br /> This Soil Suitability Study and Nitrate Impact Investigation presents the results of our research <br /> concerning the soil strata and groundwater under the above-referenced property. The subject <br /> property is located at 9330 East Lathrop Road, approximately 3 miles northeast of the town of <br /> Manteca. Our study was done for two specific reasons: First,to determine if this site is acceptable <br /> for a septic system which will function properly and pose no adverse environmental impact to surface <br /> (irrigation) waters, or to the underlying groundwater. Secondly, our study addressed the elevated <br /> nitrate concentrations found in the survey area wells and also analyzed the on-site domestic well <br /> water for DBCP/EDB pesticide concentrations. <br /> This subdivision was allowed to proceed by the San Joaquin County Board of Supervisors although <br /> the subject Parcel is under the minimum mandated area of 2 acres. Therefore, it was a requirement <br /> of the San Joaquin County Environmental Health Department to further investigate the causes for <br /> nitrate impact,which may be originating from an increase in housing density. It was determined that <br /> increased nitrate levels have probably originated from agricultural inputs. <br /> This report is in compliance with the requirements for a Soil Suitability Study under Development <br /> Title Section 9-1105.2 Item (d) of the San Joaquin County Ordinance Codes. <br /> [2] SUBJECT SITE AND STUDY AREA BACKGROUND INFORMATION <br /> It is important to note that the owner of the property has no intentions of building on any portion <br /> ofParcel 1 which contains the homesite, nor the Designated Remainder. The Designated Remainder <br /> is proposed to remain exclusively in almond production. <br /> The subject site is near the intersection of East Lathrop Road and the north continuation of Austin <br /> Road. The property consists of a Designated Remainder Parcel,with the homesite Parcel being split <br /> off. The Designated Remainder is to be 16.8 acres and Parcel 1 is to be 1.5 acres. The attached <br /> Tentative Map illustrates the orientation of the Parcels. <br /> The topography of the site is flat,with the actual homesite rising in elevation above the Designated <br /> Remainder acreage to approximately two feet. The existing septic system extends from the west side <br /> of the residence and travels south to the edge of the decline in elevation. There is no cause for <br /> concern regarding this change in elevation and the proper operation of the existing septic system. <br /> Surrounding land use consists of low-to-medium density single family residential housing,ranches <br /> and ranchettes. The subject property is located 2 miles east of the town of Manteca,with the study <br /> area composed predominately of agricultural production land,primarily almond orchards,vineyards, <br /> and row crops. Current zoning of the property is AU-20. The General Plan Designation is R.V.L. <br /> The property is not subject to inundation from the 100-year flood.
