Recommendations <br /> Action <br /> It is recommended that the Planning Commission deny the appeal and uphold staff's approval of Minor <br /> Subdivision No. MS-98-23. <br /> Findings <br /> 1. The proposed subdivision is consistent with the General Plan, any applicable Master Plan, <br /> Specific Plan, and Special Purpose Plan and any other applicable plan adopted by the County. <br /> • This finding can be made because the R-M land use designation permits the <br /> proposed division using the averaging provision of Section 9-310.3(b), and no <br /> other plans apply. <br /> 2. The design or improvement of the proposed subdivision is consistent with the General Plan and <br /> any applicable Specific Plan or Special Purpose Plan. <br /> • This finding can be made because the density of development and the provision <br /> of public services meet the minimum standards contained in the R/M General Plan <br /> designation. <br /> 3. The site is physically suitable for the type of development proposed. <br /> • This finding can be made because the site is relatively level and of adequate size <br /> to meet County standards for the proposed project. <br /> 4. The site is physically suitable for the proposed density of development. <br /> • This finding can be made because the 2 parcels proposed are consistent with the <br /> R/M General Plan density. <br /> 5. Neither the design of the subdivision nor any proposed improvements are likely to cause <br /> substantial environmental damage or substantially and avoidably injure fish or wildlife or their <br /> habitat. <br /> • This finding can be made because the Initial Study prepared for this project did <br /> not identify any rare or endangered species or habitats or other substantial, <br /> environmentally adverse effects. <br /> 6.
