POTENTIAL CONSTRAINTS <br /> Sensitive Plant Species <br /> Each of the three sensitive plant species identified as potentially occurring on the project <br /> site are known to grow in low, seasonally wet areas and/or vernal pools. Based on the current site <br /> plan, areas in the southern portion of the site host potential habitat for these species. Surveys for <br /> each of these species are recommended during their blooming periods. If they are found to occur <br /> on the property, expansion as proposed will impact them. CDFG policy on state protected species is <br /> no net loss of habitat. Documentation of appropriately timed sensitive plant surveys may be <br /> required by CDFG. <br /> Sensitive Wildlife Species <br /> The project as proposed would likely not result in any significant impacts to resident or <br /> migratory wildlife species, or to any state or federally listed threatened or endangered wildlife <br /> species. Because of the lack of information concerning presence or absence of nesting raptors <br /> and/or California tiger salamander on the project site, it is unknown at this time whether the project <br /> would result in any significant impacts to other sensitive species. <br /> Expansion of the proposed project would result in the temporary loss of approximately 280 <br /> acres of grassland habitats for most wildlife species. Wildlife species which are adapted to disturbed <br /> environments, such as some songbirds and ground squirrels, would likely continue to use the project <br /> site while larger animals such as Columbian black-tailed deer and most raptors would be <br /> discouraged from continued use of those same habitats. <br /> Freshwater systems <br /> The project as proposed would likely not result in any significant adverse impacts to the <br /> main stream channel on the project site. The project as proposed would avoid most direct <br /> disturbance to the channel but would require minor fill and culvert placement for road construction. <br /> The project as proposed would result in direct disturbance and substantial alteration to <br /> seasonal swales on the southern project site. The project applicant proposes as a mitigating condition <br /> that the vernal pool habitats in the southeastern portion of the site shall not be disturbed by the <br /> quarrying operations. A US Army Corps of Engineers preliminary jurisdictional determination has <br /> not been completed for the project site and it is unknown to what extent, if any, the Corps would <br /> exert their jurisdiction, and to what degree the project as proposed would impact those areas. <br /> Construction could directly affect the surface flow of water through the drainage swales. <br /> During and immediately following excavation, accellerated soil erosion could potentially impact <br /> downstream water quality. <br /> CONDOR <br />
