The definitions <br /> are somewhat subjective as they consider human perceptions rather <br /> than strict scientific measurement of some physical property or <br /> phenomenon. <br /> For relatively modern, major arterial, minor arterial, and major <br /> collector roads, this concept holds up reasonably well because the <br /> traffic density is the predominant factor effecting service level. <br /> For older rural roads identified as major collector, minor <br /> collector, or local roads, the predominant effect upon perceived <br /> ease of traffic may become the alignment, grade and surface <br /> condition of the roadway rather than the traffic load. For these <br /> roads the measurement of service level becomes a comparison between <br /> the time of travel between two points along an existing road to <br /> that which might be achieved if the road between the two points <br /> were a modern fully improved road. <br /> The road system is comparable to the system of branches in a tree; <br /> the trunk of the tree corresponds to a major arterial roadway and <br /> branches off of that to minor arterials. As the tree branch system <br /> successively divides into smaller branches and then to twigs the <br /> correspondence is to major collectors, minor collectors and then to <br /> local roads. <br /> State Highway 026 is a minor arterial roadway. In strict <br /> consideration of the tree like roadway network, a very short <br /> section of Escalon Bellota Road, the bridge over the Calaveras <br /> River, serves as a major collector. From their intersection at the <br /> bridge outward along the system, both Escalon Bellota Road and <br /> Shelton Road serve as minor collectors. At this time Waverly Road <br /> classifies as a local road. <br /> Generally, the key step in the analysis required to determine the <br /> impact of an increase in traffic load upon a roadway segment is to <br /> investigate the performance of intersections during peak traffic <br /> load conditions. The key intersection involved with this project <br /> is the Escalon Bellota Road - State Highway 026 intersection. <br /> Intersection Analysis <br /> 1 . Escalon Bellota Road/ SH 026 <br /> The peak hour traffic flow on SH 026 occurred during the half <br /> hour period between 0700 hours and 0730 hours. During that <br /> half hour period 181 vehicles traveled past the Escalon <br /> Bellota Road intersection on SH 026. This gives a peak hourly <br /> count of 362 vehicles per hour. Of this traffic 80 percent <br /> was estimated by observers to be moving westward to Stockton. <br /> This gives an average time between west bound vehicles of 12.4 <br /> seconds. <br /> Because of variations in drivers habits, vehicles tend to <br /> 3 <br /> 1%4W- <br /> CONDOR <br />
