2 . 0 INTRODUCTION <br /> 2 . 1 PROJECT SUMMARY <br /> The proposed action to be considered in this Environmental Review <br /> Document is the proposal by E1 Rancho Rock and Sand, Inc. to expand <br /> and develop quarrying activities into the southern portion of their <br /> lease holding. The current lease holding encompasses 480 acres, <br /> essentially the western 3/4 of Section 1, T.2 N. , R.9 E. , M.D.B. & <br /> M. Refer to Figure 1 for a Location Map of the site. The current <br /> valid Excavation Permit, EP 81-9, addresses approximately 67. 1 <br /> acres in the northern portion of the lease holding. E1 Rancho Rock <br /> and Sand, Inc. proposes to expand the existing permitted area to <br /> include the entire 480 acre lease holding. <br /> The proposed expansion will necessitate the minor addition of <br /> equipment to the processing plant and the construction of short <br /> haul roads or conveyors from the southern portion of the property. <br /> The proposed expansion will create a. potential increase in maximum <br /> haul traffic. Project expansion will allow continued development <br /> of the quarrying operation within reserves that contain a higher <br /> quality raw material with a lower clay content. <br /> San Joaquin County requires a Conditional Use Permit (CUP) and <br /> County-approved Reclamation Plan for continued development of the <br /> quarrying operation beyond that allowed by the current CUP EP 81-9. <br /> Waste Discharge Requirements may be imposed by the Regional Water <br /> Quality Control Board. An Authority to Construct must be obtained <br /> from the Air Pollution Control District. A Streambed Alteration <br /> Permit may be required for the upgrading of haul roads and <br /> construction of conveyors from the southern portion of the lease <br /> holding. <br /> 2 .2 APPLICABLE CEQA REGULATIONS <br /> This section addresses compliance with the requirements of the <br /> California Environmental Quality Act (CEQA) , and the public review <br /> process. <br /> The information in this report is intended to supplement the San <br /> Joaquin County Planning Department's initial project review, and to <br /> provide information needed for the County to prepare its Initial <br /> Study for the E1 Rancho Rock and Sand, Inc. Quarry Conditional Use <br /> Permit. <br /> The California Environmental Quality Act (CEQA) (Public Resources <br /> Code Sec. 21000 et seq. ) sets forth guidelines for protection of <br /> the quality of the environment and prevention of environmental <br /> damage. The purpose of CEQA is to inform government decision-makers <br /> and the public about (1) potential significant environmental <br /> effects of proposed activities, (2) ways in which environmental <br /> 8 t <br /> CONDOR <br />
