No significant impacts or adverse <br /> environmental changes will result. <br /> The on-going aggregate and sand production resulting from the El <br /> Rancho Rock and Sand, Inc. Quarry will continue to have a positive <br /> impact on the economy and tax base of San Joaquin County. This <br /> positive impact will continue throughout the anticipated life of <br /> the project. Projected quarry life is currently 23 years, however, <br /> economic factors and/or possible additional ore reserves could <br /> affect this estimate significantly. <br /> 5. 9 AESTHETICS <br /> Portions of the existing E1 Rancho Rock and Sand, Inc. Quarry <br /> operation are visible from Waverly Road. Portions of the proposed <br /> Quarry development in the southern portion of the lease holding may <br /> be visible from Waverly Road. However, as this is to be an open pit <br /> excavation, as the pit is developed, quarrying activity will take <br /> place below the original ground surface, and will not be visible <br /> from the road. <br /> 5. 10 PUBLIC HEALTH AND SAFETY <br /> The proposed project expansion shall not be significantly <br /> detrimental to the public health, safety, or welfare, or be <br /> injurious to the property or improvements in the vicinity and <br /> district in which the property is located. <br /> The project is located in an area with few close residences, and <br /> the excavation activity will not conflict with surrounding <br /> agricultural uses. The health and safety impacts to noise levels, <br /> traffic, air quality and water quality have been addressed in other <br /> sections of this report. <br /> 5. 11 PUBLIC SERVICES <br /> Water and sanitary sewage disposal are provided for at the existing <br /> Quarry operation. Storm drainage will be along existing natural <br /> watercourses. <br /> Demand upon public services is not anticipated to increase above <br /> current levels. Potential impacts to public services derive from <br /> the direct operational needs of the project as well as indirect <br /> demands created by new employees. Expansion of this project into <br /> the remainder of the lease holding will result in no significant <br /> impacts to law enforcement, schools, fire protection, health <br /> services or solid waste disposal.
