The remainder of the <br /> access road is surfaced with asphalt plant biproduct. <br /> Condition No. 13) <br /> Comment: The property is enclosed by existing barbed wire <br /> fences. <br /> Condition No. 14) <br /> Comment: Eucalyptus trees have been planted along the westerly <br /> property line in conformance with the visual screening <br /> plan "suggested" by Robert Hunter, former Planning <br /> Director. <br /> Condition No. 15) <br /> Comment: Ponds have not been developed, nor has a water source <br /> been developed on the site. <br /> Condition No. 16) <br /> Comment: The excavation has not proceeded to an extent to <br /> warrant commencement of rehabilitation efforts. <br /> Condition No. 17) <br /> Comment: None <br /> SUMMARY <br /> There is no processing equipment erected on the site, aside from the <br /> trommel structure which was erected in the Spring of 1981 . <br /> Stockton Sand & Gravel has excavated a portion of Area I . Overburden <br /> from that area has been utilized to construct "berms" . <br /> The processing area has been cleared. Perimeter berms have been con- <br /> structed with the overburden from that area. <br /> Material which has been extracted from the site was processed at the <br /> Calaveras River site (EP-80-9) . <br /> The following technical violations were noted: <br /> 1 ) Condition #5 <br /> The existing trommel structure and some of the salvaged equipment <br /> is visible from Waverly Rd. Stockton Sand & Gravel has , however, made <br /> obvious efforts to store salvaged equipment toward the rear of the permit <br /> area. It appears that the vegetative screen, when well established, <br /> will alleviate this problem. <br /> 2) Condition #7. Standard Quarry Excavation Conditions , item #11 <br /> Side slopes in some areas exceed the 2:1 minimum. It is noted however, <br /> that side slopes of 1 :1 are shown on the plan for perimeter berms, as <br /> approved by the public works department. The side slopes of a previous <br /> excavation along the westerly limits of Area I are nearly vertical ; this <br /> should be corrected. <br />
