Item No._3_ <br /> BA c' 11-1.2-81 <br /> EP-81-9/EIR-81-5 <br /> I'age 2 <br /> - PROJECT: <br /> Application by Stockton Sand and Gravel, Inc. to excavate 712, 000 cubic <br /> yards of dredge tailings, overburden, and gold. The application number <br /> is EP-81-9 and Environmental Impact Report number EIR-81-5 has been <br /> prepared for this project. <br /> - LOCATION : (Vicinity Map 1) <br /> Approximately 10 miles east of Linden on Waverly Road. <br /> - ZONING AND GENERAL PLAN DESIGNATIONS : <br /> Current zoning is GA-160 (General Agriculture, 160 acre minimum parcel <br /> size) . Agriculture designation on the General Plan to 1995 . <br /> - LAND USES : (Land Use Map 2) <br /> Dry pasture on subject parcel. Dry pasture and scattered residences <br /> in vicinity. Sanitary landfill about 1 mile south of the site. <br /> Existing Stockton Sand and Gravel excavation site is located at the <br /> Calaveras River, roughly 1 mile northwest of the proposed site. <br /> EP-80-2 was approved for the existing site on October 11, 1979 and the <br /> permit will expire October 11, 1983. The proposed excavation represents <br /> a transfer of operations, as excavation at the Calaveras River site <br /> is near completion. Equipment will be moved from the present site to <br /> the proposed site if the project is approved. <br /> - PROJECT EXCAVATION AND REHABILITATION : <br /> Operations will be phased over the 5 year project life. Project Map 3 <br /> shows the areas contained in each phase. The Schedule of Excavation and <br /> Rehabilitation describes where and when the work will be commenced and <br /> completed. <br /> ENVIRONMENTAL IMPACT REPORT: <br /> 1. Impact: Air Quality Degradation (Noise, Exhaust Emissions , Dust) <br /> A significant noise impact outside the immediate work site will <br /> be on the residence located about 150 feet west of the work site. <br /> Access to the site is just south of this residence on Waverly <br /> Road so that haul trucks will have to pass the house for ingress <br /> and egress purposes. The maximum acceptable noise level for the <br /> exterior of a residence is 65 decibels (dBA) . This level will <br /> be exceeded by the proposed excavation. <br /> San Joaquin County has been designated a Non-Attainment Area <br /> because it does not meet the air quality standards set forth <br /> in the amended Clean Air Act of 1977 . Any air quality degradation <br /> caused by projects should be considered significant both for its <br /> adverse effects on air quality conditions and for the detrimental <br /> effect it will have on efforts to attain federal and/or State <br /> standards. Air_ quality degradation will result from the opera- <br /> tion of trucks used to transport aggregate materials. <br />
