Information given by the applicant is that there will <br /> be a maximum of 90 haul trips per day for a work year <br /> of 220 days, and with an average round trip distance <br /> of 60 miles. <br /> The estimated annual exhaust emissions stated in Table II <br /> are based on the rates established by the Air Resources <br /> Hoard for heavy-duty diesel trucks iranufactured between <br /> 1973 and 1976 : <br /> Hydrocarbons 4.5 grams/mile <br /> Carbon Monoxide 27.0 grams/mile <br /> Nitrogen oxides 20. 1 grams/mile <br /> Particulate VMtter 1.96 grams/mile <br /> Local atmospheric conditions will also be affected by the <br /> dust produced during the project. Dust will be released <br /> as aggregate is removed, materials are transported, pro- <br /> cessed, and used in the batching plants. Dust problems <br /> occur r.-ainly in the Months from may through October when <br /> there is little likelihood of rain and when hot temperatures <br /> dry the ground and create dust. The dust will not have a <br /> significant effect on vegetation in the vicinity. <br /> Mitiaativ • - <br /> Conformnnce to work standards administered by the occu- <br /> pational Safety and Health Administration (OSHA) will <br /> mitigate the noise conditions to which employecs will be <br /> exponcl; for example, arproved ear plugs will ho required <br /> to be wcrn. <br /> An acoustical study by the Local Health District may be <br /> war:r ntcP to determine the actual noise exposure level at <br /> the res.iden :e just west of the ercavaticn area and to <br /> evn2v vc the effectiveness of alternative measures--such <br /> as fencing--that can be implemented to reduce noise to a <br /> decibel level compatible with the residential. use. <br /> The noise nuisance could also be reduced by limiting the <br /> actual hauling activity to specified daylight hours within <br /> the work clay. In addition, there has bco n so a mention by <br /> the applicant that the truck scales will be open to the <br /> general truchizng public. This would obviously increase <br /> truck traffic in the immediate vicinity, an inpact which <br /> could bo avoided by restricting use of the scales to <br /> customer: hauling materials from the site. <br /> The applicant will maintain a water truck on the work <br /> premises to sprinkle earth surfaces, including unpaved <br /> work routes used by the excavation equipment and excavation <br /> surfaces prior to actual excavation. Additionally, stocY- <br /> pil.ed materials, including overburden, should be sprinh1cf, <br /> often enough to prevent dust and dirt drifts caused by <br /> wing.
