_L1;j_j .A.N (,J_f0 ROCK & SAND , INC .
P. O. Box 66002
Stockton, CA 95206
June 4 , 1990 RECEIVED
Ms. Twila L. Leclerc JUN 61990
Area .Engineer ENVIR NM
j / HEALTH
California Regional. Water Quality Contro E t SIALHE
Central Valley Region S
3443 Routier Road, Suite A
Sacramento , CA 95627-303£3
91!': El Rancho Rock & Sand Inspection, 8000 Waverly Read, Linden,
San Joaquin County.
Dear Ms. Leclerc:
To confirm the actions El Rancho has taken to contain its waste
water , we have purchased 2 large sand pumps and 'nave installed
one in the area of most concern ( the equipment pit where
overflow water from our rotary scrubber was overflowing and
traveling into a natural drainage area) . This has already
eliminated the run-off and for the past week, we have been
pumping the pond area that is in the natural drainage area back
to our settling ponds. As soon as the pond dries this summer, we
will clean out the fines and only the earth berms will be left as
an extra precaution.
The second sand pump will be utilized in the area of the wash
plant where the sand screws could possibly overflow and enter the
southern natural drainage area (this has only happened once in
our first eleven months of operation) . We have also erected a
small earth berm in this area as an extra precaution.
As to the fine sands being accumulated in our settling ponds; we
have sloped the area in which we are stocYpiling the fines so all
excess waters run back into ,ur settling ponds. This procedure
works well but we are most interested in pumping the fine sands
to ponding areas by use of a suction pump. If this is cost
effective , the procedures will be by far the best as it allows us
to keep the closest ponds to the plant as reclaim ponds for
water. ,
I hope the above addresses your concerns in your letter of May
30 , 1990 to Ms. Kerry Sullivan and the Notice of Violation letter
of April 27 , 1990.
