Condition #18 of the permit requires <br /> that the applicant retain a civil engineer to report each year on <br /> the applicant ' s compliance status under EP-81-9 . <br /> Stockton Sand and Gravel, Inc . retained the firm of <br /> Glantz-Deimler-Dorman for the 1983 report, a copy of which is <br /> attached. Generally, the operation has been conducted in <br /> compliance with the permit conditions . The report mentions three <br /> technical violations: 1 ) (Condition #5 ) Some of the stored salvage- <br /> able equipment is visible from the west property line; <br /> 2 ) (Condition #7 ) Side slopes in some areas are steeper than 2 : 1 ; <br /> and 3 ) Some erosion has occurred along the exterior slopes of <br /> the perimeter berms . <br /> Staff will ensure that the salvageable equipment be relocated <br /> toward the east end of the site, or that a berm be constructed to <br /> screen the equipment at its present location. Either measure <br /> will satisfy Condition #5 . <br /> The sloping and erosion problems seem to be confined to the <br /> perimeter berms, which were constructed to fulfill the permit con- <br /> dition that dikes be constructed around areas under excavation . <br /> Once rehabilitation is commenced, the berms will be removed and <br /> the final slopes graded to 2 : 1 . In the interim, additional sta- <br /> bilizing measures should be implemented to minimize erosion. <br /> These measures should include additional grass seeding and may <br /> necessitate reworking the interim berm slopes to a flatter <br /> gradient . <br />
