CALIFORNIA REGIONAL WATER QUALITY CONTROL BOARD
CENTRAL VALLEY REGION
11020 Sun Center Drive, #200, Rancho Cordova, California 95670-6114
PUBLIC HEARING
concerning
RENEWAL OF WASTE DISCHARGE REQUIREMENTS
(NPDES NO. CA0079154)
AND TIME SCHEDULE ORDER
for
CITY OF TRACY
WASTEWATER TREATMENT PLANT
SAN JOAQUIN COUNTY
The City of Tracy owns and operates a wastewater collection, treatment and disposal
system, providing sewerage service to the residences and businesses of the City of
Tracy. Secondary treated wastewater is discharged to Old River, within the
Sacramento-San Joaquin Delta.
The proposed Waste Discharge Requirements (WDRs) contain several new
requirements, including increased disinfection requirements and new effluent limitations
for compliance with the Basin Plan and the California Toxics Rule. New effluent
limitations for aluminum, ammonia, chlorodibromomethane, copper,
dichlorobromomethane, iron, manganese, methyl-tert-butyl ether (MTBE), nitrate, and
nitrite are proposed in the tentative WDRs. The City of Tracy is currently unable to
immediately comply with several of the new effluent limitations; therefore, a Time
Schedule Order is proposed to provide interim limitations and time schedules for
compliance. Tentative orders for the City of Tracy Wastewater Treatment Plant were
originally noticed on 5 December 2005 and comments were received. Due to
significant changes to the proposed Orders, it is necessary to re-notice and allow
another 30-day comment period.
A public hearing concerning this matter will be held during the Regional Water Board
meeting, which is scheduled for:
DATE: 3/4 August 2006
TIME: 8:30 am
PLACE: CVRWQCB Board Room
11020 Sun Center Drive, #200
Rancho Cordova, CA 95670
The designated parties for this hearing are as follows:
• Staff of Central Valley Regional Water Board
• City of Tracy
