Because the project has the potential to degrade water <br /> quality, Waste Discharge Requirements (WDRs) are needed prior to the initiating the injection. <br /> California Water Code(CWC) Section 13260 (a)(1) requires dischargers operating or proposing to <br /> construct, an injection well to submit a Report of Waste Discharge (RWD) at least 120 days prior to the <br /> discharge. Because the project you described in the meeting is a pilot test, an individual waiver of <br /> V,TDRs may be appropriate for the project. Individual waivers of VYDRs must be adopted by the <br /> Regional Board at a public meeting. <br /> This letter constitutes a formal request for an RVtrD for the City of Tracy Demonstration ASR Project. <br /> An RWD consists of the Form 200 ApplicationlReport of Waste Discharge General Information <br /> (enclosed), a filing fee, and the answers to the Additional Questions. The answers to the additional <br /> questions shall be prepared in a technical report by a California Registered Engineer or Registered <br /> Geologist. The technical report, at a minimum, shall address the Additional Questions; it shall also <br /> include any additional information required to explain the site specific processes. <br /> The filing fee is based on the threat and complexity of the discharge, as described in the enclosed filing <br /> fee schedule. We have determined that this discharge is categorized as 3B, with a$1,962 annual fee. <br /> Therefore, the RWD is to include a$1,962 check, made payable to the State Water Resources Control <br /> Board. <br /> Please complete and return the Form 200, a check in the amount of the filing fee, and all supporting <br /> information to this office so that we may initiate the VTDR process. We have not specified a due date <br /> for the RWD; please submit it as soon as possible to minimize the impact to your project schedule.
