Box 60 <br /> French Camp, CA 95231-0060 <br /> EL RANCHO SAND AND GRAVEL, TRACY,SAN JOA QUIN COUNTY <br /> As requested by your consultant, Al Dolstrand from Condor Earth Technologies I am transmitting <br /> information on permit requirements from the Regional Water Quality Control Board that apply to <br /> aggregate excavation and processing facilities. Mr. Dolstrand informed me that you are planning to <br /> operate the former El Rancho Sand and Gravel facility located near Tracy, San Joaquin County. <br /> Waste Discharge Requirements (WDRs) will be required for the discharge of the process water into <br /> settling basins at the site. The property owner/aggregate processing company shall submit a Report of <br /> Waste Discharge (RWD) at least 120 days prior to discharging wastewater at the site. California Water <br /> Code Section 13260 requires submittal of the RWD. If groundwater dewatering is required,the <br /> owner/operator shall submit a RWD to apply for a National Pollutant Discharge Elimination System <br /> (NPDES) permit at least 120 days prior to initiating dewatering activities. <br /> Depending on the Standard Industrial Classification(SIC) code of the final project, compliance with the <br /> National Pollutant Discharge Elimination System(NPDES) General Permit No. CAS000001 for <br /> Discharges of Storm Water Associated With Industrial Activities may be required. The SIC codes of <br /> activities requiring coverage are listed in the General Permit. In order to obtain coverage by the General <br /> Permit, the proponent must submit a Notice of Intent to comply with the permit(NOI) to the State Water <br /> Resources Control Board and a Storm Water Pollution Prevention Plan (SWPPP)must be prepared. <br /> Because construction associated with the project will disturb more than five acres or is part of a larger <br /> common plan of development that encompasses five or more acres, the property owner needs to obtain <br /> permit coverage under the National Pollutant Discharge Elimination System (NPDES) General Permit <br /> No. CAS000002 for Discharges of Storm Water Associated With Construction Activity. Before <br /> construction begins, the proponent must submit an NOI to comply with the permit to the State Water <br /> Resources Control Board and a SWPPP must be prepared.
