The document briefly describes plans for a 538 acre <br /> development that will include commercial, retail, office, and a golf course. Residential development is <br /> also being considered as an alternative for the project. No description of the type of industrial <br /> development or the wastewater that would be generated by industrial processes is provided. <br /> The Environmental Impact Report will consider three alternatives for the domestic wastewater that will <br /> be generated at the development. <br /> • Pumping the wastewater to the City of Tracy's wastewater treatment plant, with the possibility of <br /> using some wastewater for landscape irrigation. The location of the landscape irrigation is not <br /> described, and it is unclear how recycling of domestic wastewater will be accomplished prior to <br /> treatment at the treatment plant. The California Department of Health Services requires an <br /> Engineering Report for wastewater recycling projects. Assuming the City plant can accommodate <br /> the additional flow, this alternative will require a Report of Waste Discharge to be submitted prior to <br /> any recycled water being applied to land. <br /> • Development of a regional facility. A description of the regional facility is not provided. Depending <br /> on the disposal of the treated wastewater, a National Pollutant Discharge Elimination System <br /> (NPDES) Permit or a Waste Discharge Requirements (WDRs) Order would be required. Further <br /> information is required to evaluate the alternatives. <br /> • Construction of an onsite package treatment plant. Normally, package treatment plants discharge <br /> treated wastewater to land which requires WDRs to be prepared. Further information is required to <br /> evaluate the alternative. <br /> As described above, an NPDES Permit or WDRs will be required for the discharge of treated <br /> wastewater. If wastewater recycling is proposed, an Engineering Report is required by the Department of <br /> California Environmental Protection Agency <br /> Co Recycled Paper <br /> The energy challenge facing California is real.
