The document describes plans for the <br /> Tracy Hills Technology Park. The development will be located in the southern portion of the City of <br /> Tracy in San Joaquin County. A portion of the development will be southeast of the California <br /> Aqueduct and Highway 580; the remainder of the project will be southeast of Highway 580. <br /> The DEIR states that domestic wastewater will be discharged to an on-site wastewater treatment system. <br /> For the first phase of development, an interim wastewater treatment plant will be constructed. A larger, <br /> replacement system will be constructed during later phases of the development. Because light <br /> manufacturing, assembly, and fabrication are anticipated to be included in the technology park, industrial <br /> wastewater discharge to the treatment plants is possible. <br /> Consistent with California Water Code Section 13260, the City and/or developers are required to submit <br /> a Report of Waste Discharge (R)vVD) at least 120 days prior to discharging wastewater. If the Phase 11 <br /> development is initiated prior to construction of the final wastewater treatment system, off-site storage of <br /> wastewater not described in the original RWD, or if land application areas require relocation, a new <br /> RWD is required at least 120 days prior to discharging wastewater to the new storage/application areas. <br /> Section 3.7 Regulatory Requirements of the DEIR is inaccurate in that it does not list Waste Discharge <br /> Requirements (WDRs) as one of the required permits for this development. Neither domestic nor <br /> industrial wastewater may be discharged from a waste water treatment plant unless the discharge is <br /> covered under WDRs. <br /> Depending on the Standard Industrial Classification(SIC)code of the final project, compliance with the <br /> National Pollutant Discharge Elimination System (NPDES) General Permit No. CAS000001 for <br /> Discharges of Storm Water Associated With Industrial Activities may be required. The SIC codes of <br /> activities requiring coverage are listed in the General Permit. hi order to obtain coverage by the General <br /> Permit, the proponent must submit a Notice of Intent to comply with the permit(NOI) to the State Water <br /> Resources Control Board and a Storm Water Pollution Prevention Plan (SWPPP)must be prepared. <br /> California Environmental Protection Agency <br /> Qa Recycled Paper <br />
